Office of Fiscal & Monitoring Services
The Office of Fiscal and Monitoring Services (OFMS) Fiscal Services Division is responsible for developing, implementing, and monitoring all the Agency's budget activities. This encompasses the biennial budget process, annual budget implementation, and projecting federal budget estimates. The Division is also responsible for the management of the Agency's revenue, disbursements and financial obligations as well as performing daily federal cash draws, reconciles and reports on federal grant status. What You'll Do:
The primary purpose of this position is to prepare, maintain, monitor, and analyze fiscal grant activity for funds awarded by the Department of Health and Human Services (HHS), Department of Labor (DOL), and US Department of Agriculture (USDA).
In this position you will:
Prepare and maintain chart of accounts related to federal grants.
Ensure grant revenues & expenditures are uniquely tracked pursuant to financial & grant award reporting requirements.
Reconcile grant revenue and expenditures to state budgets.
Analyze available cash and ensure grant spending does not exceed period of availability.
Prepare, analyze, and report results of grant and federal fund status reports.
Assist with federal cash draw downs and federal reporting of expenditures.
This position requires attention to detail and the ability to analyze large data sets, cash flow, reconciliation of fiscal data, expenditures, and budget reports. You will routinely communicate with Office management, federal and state auditors, and ODJFS fiscal teams, effective and clear communication and problem-solving skills is essential. Knowledge of the state’s Ohio Administrative Knowledge System (OAKS) and federal systems is a plus.

3 yrs. experience in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

Completion of undergraduate core program in accounting, public finance, public administration or business administration; 12 mos. exp. in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

OPTION 3\:
Completion of graduate core program in accounting, public finance, public administration or business administration which included coursework in quantitative/statistical analysis (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

Pay Information
This position is in the State of Ohio’s OSCEA, Pay Range 32. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $29.23 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
