Unless required by legislation or union contract, starting salary will be the minimum salary of the salary range 13 (step 1, currently $34.96 per hour) associated with this position.
Proficiency Instruments/Assessments may be required for this position; Applicant must demonstrate proficiency with a passing score to move on to the structured interview portion. Regardless of a passing or failing score, all results will be maintained for 6 months. Applicant with a passing score will be retained and utilized this 6-month period. Field Worker
As a field worker, an employee spends the majority of his/her time traveling for their position performing duties to include, but not limited to inspections, monitoring, observing, training, technical assistance, site visits, conducting interviews, reviewing records, and data collection in various environments. Field workers are expected to manage their daily itineraries, report progress, and coordinate their travel schedule with their supervisor. This designation is determined and approved only by management. Field workers are also required to report to the DCY Office Space on a quarterly basis and based on operational need.

The Department of Children and Youth (DCY) is seeking a detail-oriented and collaborative Early Intervention Monitoring & Policy Specialist to support the implementation and continuous improvement of Ohio's Early Intervention (EI) system under Part C of the Individuals with Disabilities Education Act (IDEA). This position plays a critical role in monitoring local EI provider compliance, providing technical assistance, supporting data-driven decision-making, and developing policies and guidance that strengthen services for infants and toddlers with developmental delays and disabilities and their families.
Monitoring and Technical Assistance
• Monitor and evaluate Early Intervention (EI) providers for compliance with federal Part C regulations, state OAC requirements, and contract/grant terms.
• Conduct onsite program visits, jointly with EI Program Consultants, to provide individualized monitoring and technical assistance (TA).
• Analyze statewide Early Intervention Data System (EIDS) data to identify trends, patterns, and potential areas for targeted TA.
• Offer ongoing support to local EI agencies to meet IDEA requirements and improve service quality.
• Identify and assess statewide professional development needs based on data from monitoring visits, EIDS, and provider inquiries.
• Develop and present training materials and guidance documents to help providers implement IDEA effectively and maintain high-quality documentation.
Policy and Interagency Collaboration
• Collaborate across DCY divisions to coordinate and enhance early care and education programs.
• Partner with state and local agencies involved in Part C service provision.
• Review and revise Early Intervention policies and rules for alignment with federal regulations.
• Update training modules, communications, and technical guidance based on policy changes.
• Create tools, resources, and communications tailored to Early Intervention professionals.
• Assist in preparing stakeholder communications and represent DCY in inter- and intra-agency workgroups.
Pay Information
Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years.
