Description

The Town of Glastonbury is seeking a Recording Secretary to primarily cover the Town Council and Board of Finance meetings, with the ability to occasionally cover other Town regular and special meetings. Town Council generally meets the second and fourth Tuesdays of each month, beginning at 7:00 p.m. and lasting several hours. Board of Finance meetings are typically held on the third Wednesday of each month, beginning at 4:00 p.m. and lasting a few hours. GENERAL DESCRIPTION:

Incumbent is responsible for accurately recording discussions, motions, annotated agendas, and detailed minutes of the Town Council and Board of Finance regular and special meetings. May also provide coverage for various other Town Boards’ and Commissions’ regular and special meetings. In-person attendance at Town Council and Board of Finance meetings and adherence to strict deadlines for the preparation and submission of meeting records is required.

ESSENTIAL DUTIES:

Creates a “minutes” template prior to each meeting using the provided agenda as a framework.

Records meeting proceedings accurately, including motions, discussions, decisions, and action items.

Prepares an annotated agenda from meeting notes to reflect the written record of votes.

Forwards the annotated agenda to the supervisory staff member no later than 12:00 p.m. (noon) on the next business day following the meeting. Per Connecticut General Statutes Sec. 1-225(a), written record of votes must be filed within forty-eight (48) hours.

Prepares meeting minutes from notes to reflect discussions, decisions, action items and written records of votes, in accordance with Robert’s Rules of Order, Newly Revised, and accepted Business English.

Ensures minutes are comprehensive, clear, formatted consistently and grammatically correct.

Forwards the completed minutes to supervisory staff member within six (6) calendar days following the meeting. Per Connecticut General Statutes Sec. 1-225(a), minutes to be filed and posted within seven (7) days of the meeting.

OTHER DUTIES:

Covers for other recording secretaries, as schedule may permit, including, but not limited to Town Planning and Zoning, Zoning Board of Appeals, Conservation Commission and Inland Wetlands and Watercourses Agency, Insurance Advisory Committee, and Ethics Commission.

Observes safe work practices

Represents the Town in a professional and courteous manner at all times

DEPENDABILITY:

Is punctual for and attends all Town Council and Board of Finance meetings in person.

Works evening hours, typically from 6:45 p.m. to 9:00 p.m., with occasional extensions as meetings require; and Board of Finance meetings at 3:45 p.m.

Qualifications

QUALIFICATIONS PROFILE:

Ability to:

comprehend business verbal discussions in English and summarize important points

take accurate notes, with attention to detail

compose clear and concise written communication using proper English grammar and punctuation

accurately type 55 words per minute

work independently, with little supervision, and adhere to strict deadlines

Familiarity with Roberts Rules of Order, Newly Revised

Proficient with Microsoft Word

PHYSICAL/MENTAL REQUIREMENTS:

Ability to:

sit quietly and concentrate for extended periods of time

see objects closely as in reading a document

perform manipulative skills which require hand-eye coordination as in keyboarding

hear and understand spoken English and distinguish voice patterns

identify relevant details

MINIMUM TRAINING AND EXPERIENCE:

High school diploma or equivalent

Relevant experience, preferred
