Summary of Job Duties

Plans, develops, and coordinates professional support and assistance programs for small and emerging businesses in order to promote business and employment opportunities. Manages revolving loan fund for small businesses in North Aurora.

PRIMARY DUTIES & RESPONSIBILITIES

Provides direct counseling assistance to existing and start-up businesses; assists in preparing business plans and developing financing arrangements; designs, develops, and promotes small business retention and attraction programs; manages Revolving Loan Fund and operates fund in compliance with USEDA regulations; coordinates the development and implementation of annual selection of training seminars; serves as the City’s liaison to small businesses to establish ongoing communication; networks with community and regional economic development related organizations on small business issues; prepares and monitors program budget; assists in developing operational priorities, goals, and objectives; provides staff support for the Asian/Pacific Community Partnership; serves as staff liaison to the Business Advisory Board; makes recommendations to the Department Director regarding selecting, hiring, training, evaluating, supervising, and disciplining of assigned employees; and performs additional duties as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor’s Degree in business administration, management, marketing, or directly related field. Master’s Degree preferred.

Experience: At least 5 years’ experience as a small business owner or operator, experience in commercial lending, management of economic development programs, and/or small business development programs including at least 2 years’ supervisory experience. An equivalent combination of education, training and experience that demonstrates required knowledge, skills and abilities may be considered.

Knowledge: Knowledge of the principles, practices, and operating requirements of running a small business; economic development; business plan design and development; principles of commercial lending; small business loans and financing; and municipal government operations. An equivalent combination of education, training and experience that demonstrates required knowledge, skills and abilities may be considered.

Abilities: Ability to establish and maintain effective working relationships with employees, citizens and elected officials; handle sensitive situations with tact and diplomacy; communicate effectively both orally and in writing; establish and fulfill goals and objectives; ability to assess small business training needs and develop programs to meet needs; direct and effectively supervise other employees.

Skills: Strong interpersonal, organizational and supervisory skills.

LICENSES, CERTIFICATES OR EQUIPMENT REQUIRED: Valid driver's licenses with a good driving record. This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.

WORKING CONDITIONS

Physical Demands: Sedentary physical work requiring ability to lift a maximum of 10 pounds; occasional lifting, carrying, walking, and standing; frequent speech communication and hearing to maintain communication with employees and citizens; vision for data analysis and reading written reports and documents.

Work Environment: Works in a clean, comfortable environment.

Equipment Used: Uses standard office equipment including a personal computer.
