JOB DESCRIPTION
The Workforce Development Manager is responsible for leading the organization’s full-cycle recruitment, workforce development, and employee engagement strategies. Reporting to the HR Director, this role owns and drives agency-wide recruitment efforts, including talent acquisition planning, pipeline development, hiring processes, and onboarding. The manager also designs and implements advancement pathways, and engagement initiatives to ensure the organization attracts, develops, and retains a strong and mission-aligned workforce.
JOB COMPLEXITY
Lead all aspects of the PrimeTime and Agency recruitment function, including strategy, operations, systems, and metrics.
Build and maintain partnerships with community colleges, workforce boards, nonprofits, and training providers to cultivate diverse talent pipelines.
Assess internal skill gaps and workforce trends to develop PrimeTime and Agency training, upskilling, and advancement programs.
Design and lead PrimeTime and agency-wide employee engagement strategies, including surveys, feedback mechanisms, and focus groups
Manage PrimeTime and Agency recruitment and workforce development staff, contractors, or interns.
Oversees the PrimeTime hiring staff
MINIMUM COMPETENCIES
Bachelor’s degree in Human Resources, Workforce Development, Organizational Development, or related field.
5+ years of experience in recruitment and workforce development at a management level is required.
Demonstrated experience leading organization-wide recruitment functions. Prefer high volume recruitment experience.
Strong skills in project management, data analysis, equity-focused practices, and staff development.
Excellent communication, facilitation, and relationship-building skills.
Excellent working knowledge of Word, Excel, PowerPoint and Google Apps for Business
Proficient in Google Workspace, including Gmail & Drive
Valid CA driver’s license and access to a reliable vehicle with active insurance
Non-profit experience is preferred
COMPENSATION
Starting Range: $71,000 - $86,400 annually
Full Time benefits include medical, dental, vision, life, and critical illness insurance, a 403b retirement plan plus match, and Vacation & Sick time. In addition, we offer hands-on training, virtual courses, and live presentations for personal and professional development.
