We have a 6 month contract to hire for a highly skilled Data Analyst with 8-10 years of experience. This fully remote, CA-based role focuses on developing and automating data extracts using Python, Pandas, and SQL, ingesting and processing flat files, and building Power BI dashboards. The ideal candidate has strong experience with relational databases (Snowflake, Teradata, Oracle), data pipeline automation, and healthcare data analytics. Shift is 8-5pm PST.

MUST HAVES:

Expert in Python / Pandas, SQL, automation

Operations - Coding in Python and SQL. Run, monitor, automate, oversee data processing jobs

Data File / Flat file parsing. Ingesting data from flat files in database. Sending data extract in agreed file format to internal / external vendors. Working with flat files using different delimiters.

Data Analysis using Python/SQL on data stored in RDBMS like Oracle, Snowflake, Teradata, SQL Server. Research data needs, location, completeness, accuracy of data. Interface with business customers. Automate jobs using Python and Re-engineer data processes in department

Internal Customer facing lead / contributor

Ability to navigate and identify organization resources / subject matter experts to obtain knowledge in a decentralized organization

Ability to multitask on multiple projects in parallel

NICE TO HAVES:

Experience with Power BI reporting/dashboards

About this role:

Health Net of CA Provider Performance and Analytics team (HNCA PPA) is engaged with many data exchange projects with external and internal entities to help in providing excellent provider / member care.

We are a closely knit technical team. We work on different data exchange projects with external vendors and internal teams.

Responsibilities:

Create and maintain complex data extracts in agreed upon file layouts and send to internal / external teams at specific frequency using Python, SQL, Excel, flat files (csv etc). Working with flat files using different delimiters.

Ingest data in different format from different internal teams / external vendors in our databases.

Automate data extract jobs / reports using Python scripts.

Supporting ad hoc requests from management to run data analysis and provide requested information.

Creating dashboards / reports using Power BI

Work with different teams across the organization to get the answers to chase data needs.

Re-engineer data processes in department.

Contractor will interact with Health Net of CA Business teams, Corporate teams, External Vendors including but not limited to Health Information Exchanges, Homeless entities, BH entities, Justice involved entities, Jurisdiction entities, Cozeva. Performance expectations:

Expert in Python, Pandas and SQL coding, create/ingest data extract from databases in agreed upon file layouts and send to internal / external teams at specific frequency.

Lead / Own a project and communicate with internal teams and external vendors.

Ability to multitask on multiple projects

Job Description:

Summary: The main function of a database analyst/programmer is to coordinate changes to computer databases, test, and implement the database applying knowledge of database management systems. A typical database analyst/programmer is responsible for planning, coordinating and implementing security measures to safeguard the computer database. Job Responsibilities: Verbal and written communication skills, problem solving skills, customer service and interpersonal skills. Strong ability to work independently and manage one's time. Strong leadership and mentoring skills necessary to provide support and constructive performance feedback. Strong knowledge of database management software. Skills: Review and approve the testing of programs or databases. Review existing databases and database management systems and direct programmers and analysts to make changes. Coordinate database development and determine project scope and limitations. Review project requests describing database user needs to estimate time and cost required to accomplish project. Approve, schedule, plan and supervise the installation and testing of new products and improvements to computer systems. Plan, coordinate, and implement security measures to safeguard information in computer files against accidental or unauthorized damage, modification or disclosure. Develop standards and guidelines to guide the use and acquisition of software and to protect vulnerable information. Education/Experience: Associate's degree in computer programming or equivalent training required. 8-10 years experience required.
