DescriptionUnder the direction of an IT supervisor, the Software Development Manager is responsible for overseeing the development, integration, and maintenance of custom and cloud-based software applications that support agency business operations. This individual provides technical and strategic leadership to developers, ensures adherence to best practices in secure coding and DevOps, and works collaboratively across program offices to deliver high-quality technology solutions.
The Software Development Manager will manage the full software development lifecycle and be responsible for establishing coding standards, optimizing DevOps workflows, and supporting the modernization of critical systems. The candidate will play a key role in guiding architectural decisions, prioritizing development work, and aligning platforms such as Salesforce, AWS, and other cloud-based tools to the Department’s enterprise technology strategy.
This position is housed within the Office of Information Technology, which provides technical leadership, innovation, and support across the Department. The Software Development Manager will support enterprise-level applications that serve educators, districts, internal staff, and the public through modernization and integration efforts.
RequirementsEducationBachelor’s degree in Computer Science, Software Engineering, or related technical discipline.ExperienceMinimum of 10 years of software development experience, including at least 5 years in a leadership or managerial capacity.Preferred Education/ExperienceHands-on experience with enterprise platforms such as Salesforce, Amazon Web Services (AWS), and cloud-native tools.
Proficiency in overseeing software engineering across multiple languages/frameworks and integration models (REST APIs, message queues, etc.).
Experience establishing DevOps pipelines using tools such as GitHub Actions, Jenkins, or Copado.
Familiarity with security-first development practices, cloud infrastructure, and Agile delivery methodologies.
Salesforce Platform Developer and AWS Cloud Practitioner certifications are a plus.
