Join the team shaping Ohio’s child welfare data systems. As a Program Systems Specialist, you’ll provide technical and programmatic support for statewide platforms like Ohio SACWIS, BIC, ROM, and TEAM Ohio. You’ll help ensure these systems meet federal and state requirements while improving outcomes for children and families.
Key Responsibilities:
Provide technical assistance to developers and contractors on child welfare systems.
Interpret federal and state policies to guide system design and compliance.
Develop and test performance criteria, user scenarios, and data conversion plans.
Create training materials, webinars, and user documentation.
Deliver help desk support to county and private child welfare agencies.
Conduct system trainings and monitor user engagement and system usage.
Analyze data, generate reports, and support federal reporting requirements.
Represent DCY at meetings, conferences, and public engagements.
Pay Information:
Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years. The current wage progression for this position is in the table below.

-Or for Child Care Information Data System (CCIDS) positions, requires 24 mos. recent exp. (i.e., within past 5 years) in delivery of human services that included explaining & applying child care laws, policies & procedures mandated by Ohio Department of Job & Family Services & using CCIDS computer systems; 6 mos. trg. or 6 mos. exp. in operating personal computer & using office system software, that is Microsoft Word, Excel, Power Point, or like software package.
-Or for position involving process automation project for another computer system, requires 24 mos. recent exp. (i.e., within past 5 years) in delivery of human services that included explaining & applying laws, policies & procedures mandated by Ohio Department of Job & Family Services that are pertinent to business work flows for which computer system is being designed & using human services legacy system such as Ohio Benefits, SACWIS, SETS, or CCIDS; 6 mos. trg. or 6 mos. exp. in operating personal computer & using office system software, that is Microsoft Office system software, that is Microsoft Word, Excel, Power Point, or like software package. Note: This option requires the employing agency to develop and have position specific minimum qualifications approved by the Ohio Department of Administrative Services.
-Or completion of undergraduate core coursework or 2 years exp. in social or behavioral science, pre-medicine, business administration, public administration, human services as defined in series purpose, or comparable field (note: this required education and/or experience shall not be applied to satisfy one of the following), AND In addition, must meet one of the following, whichever is pertinent to process automation project to be assigned: ForOhio Benefits Systempositions, requires 24 mos. recent exp.
