Description

Performs supervisory duties in managing sports fields and cemeteries including planning and organizing work schedules.

Essential Duties

ESSENTIAL DUTIES

Trains employees on equipment and procedures.

Evaluates performance of staff to improve work methods and perform assigned tasks in an efficient and timely manner.

Plans, oversees, and manages sport fields and cemeteries renovation projects, including work performed by contractors and internal staff.

Coordinates maintenance schedules of athletic fields and cemeteries.

Reviews and evaluates turf conditions and makes decisions regarding grooming, watering, fertilizer and pesticide applications, repairs, and maintenance requirements.

Ensures proper care in the use and maintenance of equipment and supplies.

Develops and manages budget related to sports fields and cemeteries .

Ensures efficient use of budgeted funds, personnel, materials, facilities and time.

Purchases, maintains, and manages inventory of sports fields and cemeteries maintenance equipment and supplies.

Supervises and coordinates the conversion and protection of sports fields during special events.

Ensures that these locations are restored when damaged by weather, use, or other conditions.

Participates in the development of short- and long-range planning, gathering information for reports and recommendations or presentations.

Coordinates department activities with other departments as needed.

Assists in the preparation of the annual budget request for consideration by the Parks & Open Spaces Director.

May perform the duties of subordinates in some or all duties of sports fields, cemeteries and facility maintenance.

Operates trucks, tractors of various sizes, backhoes, skid steers, mowers, spray rigs, weed eaters, edgers, blowers, spreaders, hand tools, sprayers, sod cutters, a nail drag and screen drag, chalker box, paint machine and other equipment as needed.

Assists in the construction of new sports field, cemeteries and facilities, including clearing, grading, drainage and foundation work.

May assist with interments/disinterment operations at city cemeteries, sale of property/deeds, and scheduling of services with funeral homes and vault/monument companies. NON-ESSENTIAL DUTIES

May serve on various employee committees, as required and assigned.

Minimum Qualifications

Education and Experience:

Graduation from high school or GED equivalent required.

Five (5) years of experience in grounds maintenance and landscaping work, including some experience in sports field maintenance and cemetery operations.

Two years of supervisory experience required.

Skills, Knowledge and Abilities:

Working knowledge of equipment, materials and supplies used in building and grounds maintenance.

Working knowledge of turf, soil and tree health requirements.

Knowledge of pesticides/herbicide sprays used in the control of common insects, rodents and weed pests.

Knowledge of landscape irrigation systems.

Basic knowledge of carpentry, plumbing, electrical, concrete, and painting practices.

Ability to learn and identify common landscape plants and pests.

Ability to work flexible work schedule.

Ability to work independently and to complete daily activities according to work schedule.

Ability to effectively communicate orally and in writing.

Ability to understand, follow and transmit written and oral instructions.

Ability to establish and maintain effective working relationships with Parks & Open Spaces personnel, Community Affairs Board members, Cemetery Advisory Board members and general public.

LICENSING AND CERTIFICATIONS

Valid state issued driver's license.

Ability to obtain and maintain New Mexico Department of Agriculture Pesticide Applicator's License within 6 month's of hire date to include categories 3B and 7B

While performing the duties of this job, the employee regularly works near moving mechanical parts and equipment and outside weather conditions. The employee is frequently exposed to adverse weather conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration. The employee is occasionally exposed to risk of electrical shock, stinging insects and scorpions, snakebites, spider bites, and varmints.

The noise level in the work environment is moderate to loud.

The City of Hobbs will provide 80% to 90% Heath Insurance Coverage from Single to Family coverage.

Employees are eligible for 100% short-term disability coverage provided by the City of Hobbs.

Employer PERA contributions 14.8% for general, 28.775% for HPD, 30.9% for HFD.

CDL pay - $6,000 per year (if applicable).

PTO accruals start at 12 hours per month (144 hours per year) and progressively increase based on years of service to 20 hours per month (240 hours per year) at year 21.

Bilingual Pay - $1,500 dollar incentive per year upon completion of yearly proficiency test.

Education Incentive - ($1,000, $4,000, $6,000 dollars - Associates, Bachelor's, Masters; degree must be relevant to position and above the current minimum requirements of the held position).

Longevity Pay - Begins at the completion of 10 years of service. Gradually increased.

Retention Incentive - $600 incentive yearly with years 1-9 of completed service

13 Paid Holidays.

Bereavement Leave - 5 days per calendar year per personnel rules guidelines.

Military Leave - (120 hours per year for general, 183.75 per year for HPD, 360 hours per year for HFD).
