Job Summary:
Congruex is currently seeking a Recruiting Manager to support our large program business unit based in Columbus, Ohio. This role will report to the VP, People Services and work as part of the shared service recruiting team. The Recruiting Manager will be responsible for sourcing, engaging, and hiring top talent for key roles in the civil construction industry, with a strong emphasis on Equipment Operators, Foreman, Construction Managers, and Project Managers.
This position requires a relationship-driven approach, where success is measured by the ability to connect with and build lasting relationships with candidates. You will collaborate closely with local operations, hiring managers, and People Services teams on all recruitment activities to ensure a positive and efficient hiring process.
Job Responsibilities (Including, but not limited to):
· Develop and Lead Recruitment Strategy: Create and lead a specialized recruitment strategy around supporting scaling excavation teams and projects - Equipment Operators, Foreman, Construction Managers, and Project Managers.
· Relationship-Driven Sourcing: Build and maintain a robust network of candidates by actively sourcing through industry-specific channels, including civil and telecom construction events, trade schools, professional organizations, and targeted social media campaigns.
· Candidate Engagement: Proactively connect with passive candidates to build a talent pipeline for future hiring needs.
· Hiring Manager Partnership: Partner closely with hiring managers to understand the unique requirements of each role and to develop strategy to attract qualified candidates.
· End-to-End Recruitment Management: Manage the full recruitment life cycle from initial candidate outreach to offer negotiation. Conduct pre-screen interviews, schedule technical interviews, and provide strategic guidance to hiring managers throughout the process.
· Administrative Coordination: Collaborate with the shared services team to coordinate all employment offers, start dates, and pre-employment checks, ensuring a seamless candidate experience.
· Continuous Improvement: Continuously find ways to improve the candidate experience and the overall recruitment process, with a focus on building long-term relationships and brand advocacy in the civil construction sector.
Required Skills & Qualifications:
· Proven Experience in Construction / Telecom Industry: 5+ years of recruitment experience with a strong focus on the civil or telecom construction industries (deep trench and data center staffing experience a plus).
· Candidate Relationship Management: Demonstrated ability to build and maintain relationships with candidates, particularly for hard-to-find roles like Equipment Operators, Construction Managers, and Project Managers.
· Strategic Sourcing: Proven ability to create and implement sourcing strategies beyond traditional job boards, leveraging industry networks, events, and professional organizations.
· Business Acumen: Ability to understand the specific needs and challenges of the civil construction business and to translate them into effective recruitment strategies.
· Influence & Negotiation: Strong ability to influence hiring decisions and negotiate effectively to close key talent.
· Problem-Solving: Excellent problem-solving, organizational, and time management skills; goal- and results-oriented.
· Technology Proficiency: Strong proficiency with Applicant Tracking Systems (ATS) and Text Recruit software.
· Communication: Excellent written and oral communication skills, with the ability to interact with all levels of employees.
Desired Skills & Qualifications:
· Proficient with ATS software and other recruiting technology.
· Bachelor’s degree in HR, a related field, or comparable experience.
· Experience working in a matrix environment.
