The Role We are seeking an experienced Advocacy Department Manager to lead our advocacy work at the highest strategic level.

You will oversee a dedicated team of 3–5 staff members and drive 7amleh’s global advocacy agenda.

In this role, you will: Lead the design and implementation of impactful advocacy strategies.

Coordinate with the Policy Manager to ensure campaigns are informed by robust, evidence-based positions.

Represent 7amleh with senior officials, international organizations, media outlets, major technology companies, and within international coalitions.

Shape public discourse on Palestinian digital rights in key political and media arenas worldwide.

This position is part of 7amleh’s senior management team and involves regular international travel, including to European capitals, the United States, and other regions.

Terms & Conditions Work arrangement: Flexible schedule; remote (if based in a European capital, preferably Brussels) or in-person at 7amleh’s offices in Haifa or Ramallah.

Contract type: Permanent, with long-term commitment.

Salary range: €45,000 – €60,000 annually, depending on experience and location.

Essential Requirements Experience & Expertise: Minimum 4–5 years of advocacy and policy work in human rights.

Proven leadership and team management experience.

Demonstrated success in strategic advocacy with measurable impact.

Strong track record in engaging high-level decision-makers in government, tech, and civil society.

Experience working within global or regional advocacy networks.

Skills & Competencies: Exceptional project management and organizational skills.

Proven ability to produce policy briefs, position papers, and evidence-based advocacy materials.

Strong analytical skills, with the ability to translate research into strategy.

Excellent written and verbal communication skills in English; confident public speaker.

Ability to work independently, prioritize effectively, and adapt to evolving priorities.

Willingness to travel internationally Knowledge & Commitment: Strong understanding of the Palestinian context.

Passion for defending digital rights.

Desirable Qualifications: Proficiency in Arabic (with strong writing skills). Proficiency in Hebrew.

Knowledge of digital rights frameworks and challenges.

Experience with Palestinian civil society, human rights, or media institutions.

Experience managing media or advocacy campaigns.
