Office of Legal & Acquisition Services

The Bureau of State Hearings conducts fair hearings and provides due process for appeals related to the program benefits administered by the Ohio Department of Job and Family Services and its state partner agencies.

What You’ll Do

Under administrative direction, directs support staff and plans and oversees implementation of Ohio Administrative Code rules and forms for state hearings.

Implements organizational and managerial administrative processes and procedures including pre-hearing resolution, fair hearing benefits, scheduling, data entry, and compliance review.

Supervises the daily operations of the support staff including receipt of appeals, coordination of data entry, and responding to stakeholder inquiries including phone calls and emails.

Produces reports including fiscal reports.

Supervises assigned staff including establishing employee goals, conducting performance reviews, and evaluating staff performance.

Represents the Bureau of State Hearings at staff meetings, stakeholder meetings, and conferences.

Challenges: The Bureau of State Hearings is a fast-paced, production environment due to the volume of work and the requirement to meet established federal standards and timelines. You should be able to recognize and shift priorities as necessary to meet established timelines. Because the position oversees front line customer interaction, you may come into contact with uncooperative parties in the hearing process.

Necessary Skills:

You should establish a professional atmosphere as an administrator.

You should possess basic knowledge of human services policies and procedures and/or adjudicative hearing practices and procedures which can be further developed during the probationary period.

You should be able to handle sensitive or complex inquiries from stakeholders and be a clear and concise writer.

You must be able to operate a personal computer and all applicable ODJFS software applications. You must be able to originate and prepare hearing records and reports.

Schedule\: Full-time

Hours: Standard workdays are Monday through Friday. Hours are between 7\:00 a.m. and 6\:00 p.m.

Travel\: Occasional travel within the state of Ohio.

OPTION 1:

Completion of undergraduate core program in social or behavioral science or pre-medicine;

AND 24 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider;

AND 6 mos. exp. in management;

AND 12 mos. exp. in supervisory principles/techniques.

-OR OPTION 2:

Completion of graduate core program in social or behavioral science or medicine-related field;

AND 18 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider;

AND 6 mos. exp. in management;

AND 12 mos. exp. in supervisory principles/techniques.

-OR OPTION 3:

Equivalent of minimum class qualifications for employment noted above.

Pay Information

This position is in the State of Ohio’s E1 Pay Schedule, Pay Range 14. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $39.22 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
