Position Summary

The Accountant plays a critical role in ensuring the accuracy, integrity, and timeliness of the organization’s financial records. This position applies generally accepted accounting principles (GAAP) and governmental accounting standards (GASB) to prepare, analyze, and maintain financial and budgetary data. The Accountant also supports operational efficiency, fiscal compliance, and financial reporting for DH and its affiliated entities.

This is a detail-oriented and analytical role requiring a proactive, organized, and solutions-driven professional who can collaborate across departments and thrive in a mission-driven organization.

Key Responsibilities

Financial Accounting & Reporting

Prepare monthly journal entries and general ledger transactions for Decatur Housing and affiliated corporations.

Perform monthly and annual closing procedures and generate financial statements in accordance with GAAP, GASB, and HUD guidelines.

Reconcile general fund balances to subsidiary ledgers and other related accounts.

Maintain sub-ledgers and analyze expenditure reports for budgetary and management oversight.

Budgeting & Analysis

Assist in the development, monitoring, and revision of program budgets.

Prepare and monitor budget-to-actual reports and communicate variance trends.

Provide financial support and data analysis to department heads and the CFO.

Cash Management & Compliance

Monitor operating and investment accounts; ensure optimal cash flow and make investment recommendations per policy.

Prepare fund requisitions and ensure timely reimbursement from funding sources.

Maintain records in audit-ready condition and support external auditors during audits.

Revenue & Receivables

Record and monitor rental income, maintenance charges, and other receivables.

Manage billing to third-party agencies and maintain accurate documentation for receivables and payables.

Systems & Collaboration

Train and support department staff in understanding financial systems and procedures.

Collaborate with other departments to ensure financial data accuracy and policy compliance.

Identify and recommend improvements to financial processes and systems.

Additional Responsibilities

Provide cross-functional support for departmental projects and coverage.

Maintain accurate and up-to-date spreadsheets, reports, and documentation.

Serve as a secondary point of contact for troubleshooting financial system issues.

Perform related duties and special projects as assigned.

Required Knowledge, Skills, and Abilities

Strong understanding of professional governmental accounting principles.

Proficiency with financial software systems, preferably housing authority-specific software.

Advanced Excel skills and ability to analyze large datasets.

Ability to prepare and interpret complex financial reports.

Excellent organizational and communication skills.

Knowledge of HUD regulations and public agency funding is preferred.

Education & Experience

Bachelor’s degree in Accounting, Finance, or related field required.

Minimum five (5) years of relevant accounting experience; public or nonprofit sector preferred.

CPA or pursuit of CPA licensure is a plus.

Equivalent combinations of education and experience may be considered.

PHYSICAL REQUIREMENTS

Primarily office-based with standard working conditions.

Must be able to sit for extended periods, operate office equipment, and lift up to 20 pounds.

Special Requirements

Must be bondable.

Must maintain confidentiality and comply with all applicable laws and policies.
