TITLE OF THE TENDER: TENDER FOR SUPPLY OF POST-PAID SMART METERS

FOR UNDER FRAMEWORK CONTRACT

PROCUREMENT METHOD: INTERNATIONAL COMPETITIVE BIDDING (ICB)

CLIENT AND SOURCE OF FUND: ENERGY UTILITY CORPORATION LIMITED

Energy Utility Corporation Limited (EUCL) now invites sealed bids from eligible bidders for the TENDER FOR SUPPLY OF POSTPAID SMART METERS.

Bidding will be conducted through International Competitive Bidding (ICB) in accordance with the Procurement Procedures Manual of REG/EUCL.

The Bidding Document may be obtained by interested bidders for any working days from 15/08/2025, from 8:00 am to 5:00 pm local time at EUCL-REG Headquarters, 1st Floor, Room N G114, in the Secretariat Office of the Procurement Management of EUCL, P.O Box 5634 Kigali, Email: or ; upon presentation of proof of payment of a non – refundable amount of Ten Thousand Rwandan Francs (Frw 10,000) or Eight United State Dollars (8 USD). This payment shall be made to Account N /RWF opened at I & M Bank, for local currency and to the account No 00040-00691030-35 (USD) opened at Bank of Kigali (BK) with Code IBAN: RW 40000400069103035003 for American Dollars.

Bids must be delivered to the address belowbefore or not later than 10:00” AM local time on 26/09/2025. Electronic bidding will not be permitted.

Bids will be opened in a public session and in the presence of the bidders’ representatives who choose to attend in person in the conference room at EUCL Headquarter Offices at 10:30” AM local time on the same day.

Well printed bids, properly bound and presented in four copies, one of which is the original must be accompanied by an original copy of bid guarantee of Five Million Rwandan francs (Frw 5,600,000) or Three Thousand Nine Hundred United State Dollars (USD 3,900) issued by a reputable bank or other financial institutions recognized in Rwanda with the validity period of One Hundred Fifty (150) days from the opening date of bids.

The bids will remain valid for 120 days starting from the deadline of bids submission.

The Outer envelope should clearly indicate the tender number and title.
