POSITION SUMMARY
Responsible for assisting the City Engineer in maintaining engineering design standards and plans for all public infrastructure improvements within the city limits. This includes assisting with improvements in the City’s water, wastewater, drainage, streets and road improvements, traffic control and public facilities through the planning, bidding, construction and close-out phases. Assists with review of private development plats and plans for compliance with City infrastructure standards.

ESSENTIAL FUNCTIONS
Provides engineering assistance to the City Engineer on all matters pertaining to streets, traffic, drainage, sewer and water utilities, and buildings and equipment for public facilities and grounds
Assists in preparing plans, maps, notes, specifications, cost estimates and other engineering documents for utility projects, street construction, municipal structures and other projects
Provides engineering support to the Planning Department for review, permitting, and platting to ensure compliance with City codes and ordinances
Assists the City Engineer with the City’s Capital Improvements Program (CIP)
Maintains oversight and develop processes to ensure that CIP projects are delivered on-time and within the established budget
Assists in developing bid documents and detailed construction estimates
Provides oversight during construction to ensure project is constructed in accordance with the plans and specifications and meets time and budget constraints
Recommends design changes, specifications, drawing releases, change orders and contractor pay requests to the City Engineer
Provides support for construction inspections
Reviews construction inspection reports and advises the City Engineer with resolving construction deficiencies
Assists the City Engineer with the development, management, implementation and supervision of the construction program and record keeping
Performs record keeping activities to maintain filing system, reports and documentation for the Floodplain Management Program (FMP) and the Capital Improvement Program (CIP)
Recommends design and construction standards for projects within the City
Assists the City Engineer with drainage and floodplain management operations
Makes hydrologic and hydraulic determinations
Coordinates with local, state and federal agencies
Manages water resources, drainage and wastewater projects as assigned
Assists the City Engineer with managing consultants, contractors and others involved during the planning, preliminary design, design development bidding, permitting, construction, final occupancy, project closeout, and warranty phase of the City’s Public Safety, Drainage, Transportation, Parks, Facilities, Water, and Wastewater capital and operational projects
Aids the City Engineer in the selection of professional services consultants by evaluating qualifications and proposals
Assists with the enforcement of the Storm Water Management Program including investigating illicit connections, preparing required reports, and assisting with educational materials and training
Assists with special engineering and transportation studies and investigations related to traffic, hydrology, and capital improvements
Assists with preventive maintenance, new purchases, budgetary oversight and policy implementation
Assists with the City’s GIS mapping including database management, maintenance upgrading and mapping
Prepares and presents studies and reports to City Manager and attends City Council meetings as needed
Requests information and provides assistance to federal, state, and city agencies, businesses, utilities, and others regarding transportation, drainage, or construction issues
Ensures relationships with external customers, vendors, contractors, government regulators and members of the public are maintained in a professional and productive basis
Interacts with organization team members and other departments in a professional and productive basis
Assists the City Engineer with the annual department operating budget and monitors to ensure expenditures are within approved budgets
Acts as the City Engineer in the event of his/her absence
Performs other duties as assigned
REQUIRED QUALIFICATIONS
Bachelor of Science Degree in Civil Engineering or a closely related field
Three (3) years of responsible experience as a professional engineer in civil engineering field
LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS
Valid Class C Texas Driver’s License
Reliable transportation and liability insurance
