Job Description Summary

Manages real-time Supervisory Control and Data Acquisition (SCADA) Management System for water and wastewater.

The ideal candidate is a highly skilled and motivated SCADA Systems Engineer with hands-on experience designing, implementing, and maintaining SCADA systems in an industrial or utility setting. The ideal candidate brings deep knowledge of SCADA platforms (such as Wonderware, Ignition, or Siemens), strong proficiency in Active Directory management, and a solid understanding of cybersecurity best practices in Operational Technology (OT) environments. They will need to demonstrate strong troubleshooting abilities, the ability to work collaboratively across IT and OT teams, and a commitment to optimizing performance, security, and system availability. The ideal candidate will have experience integrating SCADA with enterprise networks, leading system upgrades, managing PLC programs, and producing insightful data reports for operational decision-making.

Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.

Works within the Water Department's SCADA environment and requires a working knowledge of SCADA concepts, processes, components, applications, communication links, etc.

Participates in conceptualizing, designing, testing, implementing, maintaining, securing, documenting, and proactively managing Information Technology infrastructure and all associated management tools. This is to include (but not limited to): Radio, wired and wireless networks; physical and virtual servers; enterprise storage systems; and infrastructure systems and applications, archive and backup systems, datacenter systems, cloud solutions, and security systems.

Responsible for creating and maintaining comprehensive diagrams and supporting documentation for all areas of responsibility including, but not limited to network configuration(s), physical and logical data flows, application to hardware dependencies, configuration management, hardware and software standards, disaster recovery preparedness, asset management, and operational governance including standard operating procedures or guidelines, change management, and incident management.

Provides consulting, instruction, direction and technical assistance to other departments and divisions: as required for architectural design of core management systems as well as application platforms, security, and storage and/or backup related objectives. Interfaces with users, consultants, technical teams and vendors for maximum guidance in determining the most appropriate selection of technologies.

Works independently as assigned and consults with peers and management team before deciding on final solutions.

Manages crisis and incidents and provides on-call support during non-business hours daily and/or as needed.

Serves as the project manager for assigned projects and ensures their successful completion according to budget, schedule, and quality deliverables.

Mentors and provides technical assistance as needed to help less experienced staff within the departments.

Provides customer service and technical support as needed and other related duties as assigned. Requirements

Formal Education/Knowledge: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Experience: Minimum four years of experience in a related field.

Certifications and Other Requirements: Valid Operators Driver's License.

Reading: Work requires the ability to read technical manuals, installation instructions, and troubleshooting documents. Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.

Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division, and evaluate statistical information. Ability to deal with a system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement.

Writing: Work requires the ability to write reports, memos, instruction documents, spreadsheets, forms, and troubleshooting documents.

Managerial: Job has no responsibility for the direction or supervision of others but may provide advice/direction to an employee with less experience/skill or tenure.

Budget Responsibility: Moderate - Supports the preparation of budget documents; may do research to justify data used in documents for a unit or division of a department. May recommend budget allocations. Often compiles data and/or enters or oversees data entry. May have responsibility for monitoring budget expenditures (typically non-discretionary expenditures).

Policy/Decision Making: Moderate - The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Projects and daily work are managed with little oversight, however special assignments and significant work products may be reviewed upon completionTypically positions in this category are supervisor to mid-management jobs.

12 Month Objectives

Within 30 Days-Objective: Orientation & Relationship Building

Become familiar with the organization's SCADA and industrial control systems, IT systems infrastructure, and team responsibilities.

Meet with Operations, IT, Water Department leadership, and vendor stakeholders to understand current system configurations, workflows, and priorities.

Understand the regulatory and security environment affecting SCADA operations. Objective: Embrace Goodyear Core Values and Align with Division Culture

Learn and demonstrate the City of Goodyear's 6 Core Values: Integrity, Empathy, Optimism, Adaptability, Initiative, and Innovation. Within 60 Days-Objective: Assess SCADA System Health and Security Posture

Conduct a baseline assessment of current SCADA system performance, availability, and resilience.

Review existing cybersecurity protocols, user access configurations (including Active Directory integrations), and system patching levels.

Document gaps and recommend remediation strategies where necessary. Within 6 Months-Objective: Improve System Reliability and Visibility

Work with stakeholders and support staff to develop and implement proactive monitoring for SCADA system health and performance, leveraging analytics and alerts.

Design and deploy dashboards or reporting tools to enhance visibility for operations and management.

Begin implementing minor improvements or upgrades based on previously documented gaps. Objective: Strengthen Network Integration and Cybersecurity

Collaborate with IT Security and Network to improve segmentation, firewall rules, and VPN configurations to better protect SCADA infrastructure.

Review and update Group Policy Objects (GPOs), role-based access, and other AD-related configurations to align with security best practices.

Initiate or refine incident response and change control processes specific to SCADA. Objective: Review and Document System Architecture

Inventory and document the current SCADA architecture, including PLCs, HMIs, servers, communications protocols (MODBUS, DNP3, etc.), and backup configurations.

Identify opportunities to optimize configuration and streamline integration with enterprise IT systems. Within 12 Months-Objective: Lead Major SCADA System Upgrade or Enhancement

Work with operations to plan and execute major upgrades to the SCADA platform or HMI systems, ensuring minimal downtime and full testing.

Document change management steps, rollback plans, and stakeholder communication protocols. Objective: Establish Long-Term SCADA Strategy

Develop a 3-5 year roadmap for SCADA modernization, including integration with smart technologies, remote access, analytics, and data historian capabilities.

Provide recommendations on toolsets, vendor relationships, and emerging technologies for improved resilience and functionality.
