POSITION SUMMARY
Organizes and coordinates the day-to-day activities of staff engaged in the installation, maintenance, repair, expansion, and operations of water production, water distribution and wastewater collection facilities as well as knowledge of SCADA system. Maintains systems and equipment by completing preventive maintenance schedules for restoring, repairing, rebuilding, or replacing faulty or inoperative components and parts.

ESSENTIAL FUNCTIONS
Selects, supervises, and evaluates assigned staff
Prioritize and assign work, establishes work rules and performance standards, and maintains a healthy and safe working environment
Conducts performance evaluations, and initiates and implements disciplinary actions as warranted
Provides for the training and motivation of staff in order to make full use of individual capabilities and to meet changing system demands
Supervises day to day operations
Overseeing operations of the city’s water plants to ensure provision of quality water to citizens and operations of Lift stations
Performs inspections of water plant facilities, lift stations, monitor and repair chemical feed equipments and supervise employees assigned to these tasks
Oversees M&O contracts for wastewater facilities
Assign work orders associated with meter division to ensure daily task are being met
Manage and assign work orders to water quality division with rusty water, low pressure, no water, water odor or any water distribution complaints
Performs regular inspections of job sites and workmanship to ensure quality and performance standards are being met
Observes and enforces all safety requirements involved in construction, maintenance, and repair of the city’s water and wastewater systems, including but not limited to, confined spaces, trenches, vehicle, equipment and machinery operations, compressors, traffic control, and use of pneumatic tools and other power tools
Manage various work order requests, prioritize projects and schedule work crews
Ensures all rules, regulations, and policies of the city and department are followed
Reports and documents any damages within state law requirements and standard operating procedures
Responds to emergency situations to resolve immediate safety concerns
Maintains annual fire hydrant flushing and inspection program, scheduling of repairs and record keeping that complies with established ISO standards
Assists the Utilities Director with the planning, coordination, and supervision of the Utilities Department and its related services, tasks, equipment, and projects
Assists the Utilities Director in organizing, conducting, and documenting (recurring or scheduled) safety meetings
Assists in preparing new and update existing Standard Operating Procedures
Oversees the maintenance and replacement of tools and equipment ensuring the availability of equipment in safe operating condition
Responsible for maintaining and keeping secure and adequate inventory of parts and supplies
Performs required On-Call supervisor duties
Review plans and specifications of drawings to ensure proper utility line installations
Record field measurements of water and sanitary sewer main lines, taps, valves, hydrants, manholes, cleanouts, and coordinate database map
Assists in overseeing department budgets to maximize expenditures and ensuring proper use of monies
Estimates materials and equipment needed to complete work projects to ensure timely completion of projects
Prepares documentation such as requisitions and purchase orders to provide written support
Excellent organizational skills and the ability to independently manage multiple projects simultaneously; ability to delegate work appropriately to assigned team support specialist and work within a team environment.
Ensure that all projects are delivered on-time, within scope, and within budget
Measure project performance using appropriate systems, tools, and techniques
Perform risk management to minimize project risks
Establishes work rules and performance standards, annual performance evaluations, and implements disciplinary actions as warranted
Maintains a safe working environment by establishing and enforcing organization standards
Assigning and monitoring work, implementing productivity standards, and resolving operations problems
Receives and responds to customer requests or complaints
Investigates issues and recommends and implements resolutions and improvements
Must be able to work the allocated hours of the position and be willing to report for duty on short notice at any hour of the day or night

REQUIRED QUALIFICATIONS
High school Diploma or successful completion of the General Educational Development (GED) Test
Five (5) years paid full-time experience in utility operations, repair, and maintenance
Two (2) years paid full-time experience in a supervisory role
Experience or training using a personal computer with Microsoft Office software
LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS
Valid Class C Texas Driver License
Reliable transportation and liability insurance
Class B Groundwater and/or Class B Surface Water License from the Texas Commission on Environmental Quality (TCEQ)
Wastewater Treatment B License from the Texas Commission on Environmental Quality (TCEQ) or the ability to obtain both certifications within two (2) years of employment
