As the Program Manager for the OnRamp Hub, you’ll lead the design and execution of specialized service offerings that connect Department of Defense (DoD) mission partners with non-traditional technology providers. You will shape programming that accelerates the path from concept to capability, support dual-use technology transitions, and ensure scalable and impactful services. In this strategic role, you’ll be the engine behind operational strategy, user-centered service models, and innovation pathways that close critical gaps in defense capability development.

In This Role, You Will:

Program Execution & Operational Strategy (40%)

Lead the implementation and continuous improvement of ORH’s Mission Partner Support, Process Navigation, and Valley Crossing services.

Translate strategic vision into actionable programming that reduces friction for DoD intrapreneurs and commercial innovators.

Develop scalable tools and processes that drive efficiency and maximize value.

Track key performance metrics and contribute to reporting for funders and leadership.

Stakeholder Engagement & Cross-Team Collaboration (30%)

Act as a central point of coordination across internal and external stakeholders.

Work closely with the Ecosystem Engagement Lead, Managing Director, and other teammates to ensure program integration into broader OnRamp Hub goals.

Facilitate curated partnerships between DoD, academia, and the private sector.

Represent OnRamp Hub at innovation meetings, working groups, and external events.

Program Design & Ecosystem Responsiveness (20%)

Identify ecosystem gaps and prototype services that address emerging defense innovation challenges.

Create programming tailored to specific user journeys—such as DoD personnel navigating internal barriers or startups preparing for defense readiness.

Drive rapid iteration and continuous refinement of services through user feedback and national innovation trends.

Contribute to the broader thought leadership efforts of DIU and Parallax through the development of frameworks, templates, and models.

We’re Looking for Someone Who:

Has 5+ years of experience in program or project management, with a track record of delivering results in complex, cross-sector environments.

Communicates with clarity and confidence across a range of audiences.

Excels at coordinating multiple stakeholders and managing competing deadlines.

Works effectively in cross-functional teams and fast-moving environments.

Possesses excellent problem-solving, planning, and reporting skills.

Preferred Qualifications:

7+ years of progressive experience in defense innovation, startups, or government-industry collaboration.

Familiarity with DIU, AFWERX, NavalX, or SBIR/STTR programs.

Experience designing and delivering service-oriented programming.

Professional certifications such as PMP or Lean Six Sigma.

Familiarity with Ohio’s innovation ecosystem or national security tech sector.

Demonstrated ability to lead teams and resolve challenges in dynamic environments.

Eligible to obtain and maintain a DoD security clearance (Secret or higher).

Work Environment & Physical Demands

This is an on-site role based in Columbus, OH, with the potential for regional travel. The position requires:

Ability to sit, type, and conduct virtual or in-person meetings.

Occasional lifting, bending, and walking short distances.

Strong cognitive focus and communication skills for multitasking, scheduling, and facilitation.
