Direct & coordinate the Ohio Department of Public Safety (ODPS) procurement activities for the section to purchase goods, services, & equipment for all divisions within the agency; Develop update & maintain agency purchasing procedures & processes; Plan work, monitor work, follow up as needed, train staff & vendors & agency partners & others as needed. Implement changes (i.e., analyze, develop, & edit ODPS procurement policies & operational procedures & ensures operational procedures are within state statute, OAC, ORC, & executive orders); Establish priorities & supervise staff (e.g., provide developmental opportunities, coach staff to foster growth and development, evaluate performance, recommend discipline); Review bids/solicitations for completeness, clarity, & accuracy; Ensure awards are made correctly to low responsive & responsible bidder; Assign requisitions (i.e., OhioBuys or other system) to staff; Reviews all requisitions from agency divisions or personnel, edit as needed & assign those requisitions to staff for processing (staff will edit & ensure correct & complete specifications for the desired materials); Manage procurement analyst assignments & conduct regular audits of staff work; Become a subject matter expert on the OhioBuys system (requisitions, solicitations, contracts, & vendor requirements).
Establish & maintain a management reporting system (e.g., prepare weekly, monthly, annual, reports, complete special projects, oversee preparation of reports on program status &/or expenditures, etc.) as delegated or assigned by the Chief of Procurement Services or immediate supervisor; Work with supervisors & staff in the development of departmental budget in regards to Minority Business Enterprise (MBE) & Encouraging Diversity Growth & Equity (EDGE) preference programs; Provide technical assistance & guidance to ODPS staff & vendors to ensure understanding & correct interpretation of contract development, solicitation, evaluation, & award processes.
Oversee BMV inventory & distribution operations performed by ODPS staff assigned to Department of Rehabilitation & Corrections (DRC) facility (e.g., manufacturing & distribution of license plates, county stickers & other miscellaneous inventory items; work closely with DRC OPI staff & inmates to ensure quality production & timely distribution; manage a complex supply chain to maintain proper inventory levels for all supplies & goods); Complete special projects delegated by the Director's Office, CFO's Office, Chief or Assistant Chief of Procurement Services; Act as a liaison between vendors, government agencies, ODPS divisions, private industry, general public, & other agency officials; Attend &/or conduct meetings; Respond to telephone, email, US mail, OhioBuys inquiries, & any complaints; Serve on various committees as needed; Visit DPS locations as needed to learn, train & manage procurement actives; Perform other related duties as assigned (e. g., vendor utilization reports, historical spending, pricing, commodity research, etc.).
