Schedule: Full-time

Oversees and evaluates programs, procedures, and policies related to the state report card, federal ESSA requirements, and IDEA Special Education data, providing direction and analysis to support compliance and continuous improvement.

· Provides program direction for staff regarding training needs on the state report card and special education profile.

· Ensures compliance with state and federal program requirements.

· Provides regular direction to the Administrator of Accountability and other staff members regarding data that directly impacts the state report card and special education profiles.

· Makes recommendations to the Administrator regarding policies and procedures that can assist in efficiency and validity of data submitted by districts to the state.

· Assumes full responsibility and authority in the administrator's absence regarding decisions about report card data and special education data from districts.

· Supervises assigned staff (i.e., clerical and/or lower-level administrative personnel) for the OEDS project.

· Researches, analyzes, compiles data, interprets, and completes reports for stakeholders regarding state and federal accountability systems.

· Prepares statistical and narrative reports on individual schools and/or school districts (e.g., school and/or program evaluation, school improvement).

· Provides technical advice to aid the administrator in decision-making.

· Establishes and maintains relationships and collaborations with internal and external stakeholders (e.g., participate in work groups, facilitate collaboration events, provide feedback).

· Facilitates cross-office and agency communication to ensure alignment and leveraging of resources.

· Represents the administrator at meetings and conferences with state, federal, and community agencies.

· Reviews changing state and federal laws, best practices, and educational data and research and recommends policy changes as needed to direct supervisor.

Participates in internal advisory groups to help define impact and implications of legislation on state accountability, data reporting systems, and federal special education data.

Leads training and technical documentation concerning the Ohio School Report Card and IDEA Special Education Profile data:

Determines, develops, and/or provides professional development opportunities, including training, workshops, conference presentations, and the creation of YouTube training videos.

Develops and revises technical documentation for the state report card and special education indicators that incorporate the measurement, business rules, and connection to EMIS data.

Analyzes and disseminates policies, standards, and business rules to internal and external stakeholders.

Evaluates specialized program assistance and training outcomes through survey and feedback.

Develops, presents, and/or provides resources for specialized program requests including responding to communications, conducting on-site training, and organizing training events.

Performs other related duties as assigned:

Participates in job-related professional development and ongoing training.

Serves on state-wide committees.

5 yrs. trg. or 5 yrs. exp. in business administration, management or public administration.

-Or completion of undergraduate core program in business administration, management or public administration; 36 mos. trg. or 36 mos. exp. in supervisory, administrative &/or managerial position.

-Or completion of undergraduate core program for academic field of study commensurate with program area to be assigned per approved Position Description on File; 36 mos. trg. or 36 mos. exp. in supervisory, administrative, managerial &/or staff position involving planning, research &/or policy/procedure development.

-Or 1 yr. exp. as Program Administrator 2, 63123.

-Or equivalent of Minimum Class Qualifications For Employment noted above.
