Salary: up to 150,000 THB/month + Allowance + Accommodation & meals are provided.
Location: Based in Laos (After joining, you will work at the head office in Bangkok, Thailand for around 2-3 months before going to work & based in Laos.)
Working hours: Monday-Friday (8:30-17:30 hrs.)

Responsibilities:
Framework and Planning Development:
- Develop and refine PBCLs comprehensive Resettlement Framework and Environmental Impact Assessment (EIA) plans.
- Ensure seamless integration and alignment with Resettlement Action Plans (RAP), Social Management and Monitoring Plans (SMMP), and Environmental Management and Monitoring Plans (EMMP).
- Integrate resettlement needs directly into project schedules and budgets.
Stakeholder Engagement and Liaison:
- Serve as the primary point of contact and liaison with local communities, government entities, and non-governmental organizations (NGOs).
- Coordinate all aspects of compensation, relocation, and livelihood restoration programs, ensuring transparent and effective communication.
Relocation and Livelihood Program Management:
- Manage all logistics related to community relocation, ensuring the timely completion and quality of new housing, essential infrastructure, and comprehensive livelihood support initiatives. This includes overseeing vocational training, agricultural programs, and other sustainable development efforts.
Environmental Mitigation Oversight:
- Supervise the rigorous implementation of all environmental mitigation measures. This encompasses robust waste management strategies, proactive biodiversity conservation efforts, and stringent pollution control protocols to minimize environmental impact.
Monitoring and Evaluation:
- Oversee all environmental and social monitoring activities. This includes conducting thorough baseline studies, regular site visits, and consistent checks on key indicators such as water quality, air quality, noise levels, soil health, and biodiversity status.
Grievance Mechanism Management:
- Establish, maintain, and manage effective grievance mechanisms for affected communities. Promptly and fairly resolve all disputes and concerns related to compensation, relocation, and support programs.
Compliance and Standards Adherence:
- Ensure strict compliance with all relevant Lao PDR legal requirements, PBCLs corporate environmental and social standards, and all joint venture agreements pertaining to resettlement and environmental activities.
Internal Collaboration:
- Collaborate closely with PBCLs Environmental Management Unit (EMU), Social Development Section, and project contractors. Integrate environmental and social considerations seamlessly into all phases of construction and project activities.
Capacity Building and Training:
- Organize and deliver comprehensive training programs for internal teams, local government officials, and project partners. Training topics will include resettlement regulations, environmental management best practices, and social development principles.
Reporting and Documentation:
- Prepare detailed progress reports on all resettlement and environmental activities. Maintain comprehensive and accurate documentation, including RAP updates, EIA findings, all monitoring data, and records of community engagement.
Qualifications:
Bachelor's degree or higher in a relevant field.
Minimum of 8 years of experience managing large-scale resettlement programs, with a strong preference for experience in hydropower or similar infrastructure projects.
Expertise in Resettlement Action Plan (RAP) preparation and oversight.
Familiarity with Environmental Impact Assessments (EIA), environmental monitoring, and compliance reporting.
In-depth understanding of Lao laws, land acquisition protocols, and international social safeguards.
Proven ability to effectively manage budgets, lead diverse teams, and engage a wide range of stakeholders.
Proficiency in English, both written and spoken.
Proficiency in the Lao language is a plus.
Must be able to work in Laos.
