General Definition of Work
Performs difficult, skilled technical work required for the maintenance and enhancement of the City's business applications, supports and serves as administrator for assigned applications, creates ad-hoc database queries, develops reports, performs software upgrades, provides Oracle database administration, creates and modifies Crystal Reports, and related work as apparent or assigned. Work is performed under the limited supervision of an Information Technology Supervisor or other member of the IT management team.

Examples of Duties
Supports internal City departments/customers and serves as administrator for assigned applications.
Builds Oracle databases and monitors database performance
Maintains Oracle environment by applying patches to servers.
Exports/imports data across multiple database environments.
Designs and develops Oracle database views, stored procedures, and queries using Procedural Language (PL) extensions to Structured Query Language (SQL).
Provides support for Reportal and Crystal Reports defined in the platform.
Performs software upgrades including testing and working with software vendors for support.
Utilizes data analytics and reporting tools to extract and visualize data.
Responsible for creating standard operating procedures (SOP) documentation for supported applications and creating operational policies and procedures pertaining to the support and administration of Oracle databases.
Develops and implements disaster recovery procedures.
Works with vendors and customers to resolve complex issues. Typical Qualifications
Education and Experience
Bachelor's degree with coursework in computer science or related field, extensive experience in information technology, moderate experience with Oracle database administration and with reporting platforms such as SQL Server Reporting Services (SSRS), Crystal Reports, Cognos, etc.; some experience in supporting third-party applications; moderate experience in data modeling, database scripting, and applying routine security patches, or equivalent combination of education and experience. Background in database programming using SQL/PLSQL (i.e. stored procedures, functions, triggers, packages, etc.) is preferred.
Knowledge, Skills, and Abilities
Comprehensive understanding of client/server platforms and standards, web technologies, and strong communication and facilitation skills; thorough knowledge of Oracle server databases; thorough knowledge of database concepts such as normalizations/de-normalizations, schemas, table spaces, temporary tables, views, indexes, sequences, partitioning; comprehensive knowledge of all areas of application development, data management, and application support; comprehensive knowledge of all phases of software development life cycle; comprehensive knowledge of relational databases, data modeling, internet technologies and client/server architectures; Comprehensive knowledge of UNIX, Linux basic commands; solid understanding of project management concepts and practices; ability to evaluate user needs and system functionality;, ability to analyze and apply critical thinking with attention to details; ability to work under time constraints and be organized while simultaneously working on multiple tasks; ability to establish and maintain effective working relationships with supervisors, team members, city staff and vendors.
Physical Requirements
This work is sedentary and requires little to no exertion of force; work regularly requires sitting, using hands to finger, handle, or feel and repetitive motions and occasionally requires walking and speaking or hearing; work requires close vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken work levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data and visual inspection involving small defects and/or small parts; work is generally in a moderately noisy location (e.g. business office, light traffic).
