The Ohio Department of Health supports a hybrid teleworking model. This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.

What You'll Do:

Acts as agency’s chief human resources officer, assists director in defining agency goals & objectives, develops policies & procedures, designs & schedules programs, supervises staff as assigned & acts on behalf of & represents director. Serves as liaison with the director, assistant director, chief of staff, and senior staff (e.g., medical director, office chiefs) to advise them of all applicable rules and regulations (e.g., ORC, OAC and Chapter 4117) that affect the implementation and support of public health and regulatory programs of the department.

Plans, directs, coordinates and evaluates work of the HR office and subordinate OHR staff (e.g., position management, recruitment, payroll, benefits administration, HR process improvement, HR data, labor relations, workforce development/training, wellness, EEO):

Directs development and implementation of agency wide personnel and supervisory policies

and procedures

Directs Labor Relations in development and implementation of disciplinary policies (e.g., conduct grid) and oversees EEO functions for the agency

Oversees daily operations of Position Management, Payroll/Benefits and Process Improvement/Data units as well as cross cutting projects (e.g., assures that they are in compliance with civil service laws, rules and collective bargaining agreements)

Assures that the director’s exercise of authority (e.g., hire, promotion, transfer, demotion, suspension, layoff, recall, discharge or discipline) over ODH employees is in compliance with labor agreements and civil service rules and laws

Develops and monitors office budget

Assures coordination of the OHR with various department offices (e.g., Financial Affairs, General Counsel) and departmental committees regarding human resource administration and operational issues

Supervises staff (e.g., reviews and assigns work, interviews, selects and trains new employees, reviews requests for use of benefits in accordance with established procedures, evaluates employee performance at designated time frames)

Plans, directs, coordinates and evaluates work of the Operations Management (e.g., copiers, facilities, fleet, inventory, mail, records) and Warehouse Management functions:

Provides high level strategic planning and advises agency leadership regarding initiatives, process

improvement and administration

Ensures the accuracy of purchasing and allocation of inventory stored at ODH warehouses

Ensures the development and data accuracy of computerized inventory control systems

Oversees the development and analysis of existing warehouse management and inventory control operations and policies procedures to aid in decision making regarding operations and warehouse initiatives

Briefs ODH leadership on findings of research, suggests options for policy direction and makes recommendations which reflect input from multiple sources (e.g., Governor's office staff, ODH employees, other state agencies, local health departments, federal partners)
