SummaryGLWA Water Operations is seeking a Director- SCADA who will be responsible for the integrity and resiliency of its facilities control systems. The role includes the management of a team for maintaining the control system to ensure proper treated water distribution within the service area. The director is responsible for the coordination with facility Operations, Engineering, Construction, and Maintenance departments to ensure Operations can control the facility, and designs are coordinated with existing control systems while supporting the long-term visions. Directs participation in designing, implementing, managing, documenting, and supporting Great Lakes Water Authority (GLWA) infrastructure components including storage, server, human-machine interfaces, programmable logic controllers, fiber backbone, radios, and data.

Job Responsibilities

Oversee the design, implementation, and maintenance of the Supervisory and Control and Data Acquisition (SCADA) system, ensuring its proper functioning and reliability, including managing hardware and software components, network infrastructure, data acquisition, and control systems

Develop strategies and plans for the expansion, improvement, and upgrade of SCADA infrastructure to meet operational needs and technological advancements by evaluating

new technologies, conducting feasibility studies, and recommending system enhancements

Ensure seamless integration of SCADA systems with other operational technologies, such as Distributed Control Systems (DCS), Programmable Logic Controllers (PLC), and other control systems

Coordinate with cross-functional teams to establish reliable data communication and interoperability

Implement and maintain robust cybersecurity measures to protect SCADA systems from potential threats

and vulnerabilities by conducting risk assessments, establishing security protocols, monitoring system activity, and ensuring compliance with relevant regulations and industry standards

Provide technical expertise and support to operational teams utilizing the SCADA system

Direct troubleshooting system issues, optimizing system performance, and coordinating with vendors or external partners for maintenance and support services

Monitor real-time data and performance metrics generated by the SCADA system to identify operational inefficiencies, anomalies, or potential issues by analyzing data trends and patterns to optimize system performance, enhance operational decision-making, process optimizations, and implement predictive maintenance strategies

Identify opportunities for process improvement and implement best practices to enhance the efficiency, reliability, and functionality of the SCADA infrastructure

Collaborate with internal stakeholders, such as operations, engineering, maintenance, Informational technology teams, to align SCADA infrastructure with organizational goals and objectives

Maintain accurate documentation of SCADA system configurations, procedures, and operational guidelines Generate regular reports on system performance, incidents, and maintenance activities for management and regulatory purposes

Identify, develop, and maintain backup policies/procedures/equipment that allows for the restoration of the system in the event of a catastrophic failure

Required Education and Experience

At the time of application, applicant must:

• Bachelor’s degree in engineering, chemistry, business administration, public administration or related discipline

• A minimum of five (5) years of recent and progressive managerial and administrative experience, including staffing, budgeting, project management, and operational experience in a specialty designation, preferably in connection with large-scale public or private operations

Preferred Education and Experience

Master’s degree from an accredited college in information technology, computer science, engineering, or related area

Managed integration effort of a water or wastewater system construction project over $10,000,000

Certifications that are related to technology, security, and wastewater operations

Other Requirements

A valid Driver’s License and the ability to drive a motor vehicle on all terrain

Ability to work irregular hours, to commute to GLWA facilities and work sites

Follow security and safety policies and procedures in carrying out work duties

Job is a hybrid job with remote and onsite work opportunities
