Job Description
JOB SUMMARY: The Construction Surveillance Technician (CST), assigned to a high-profile client site, is responsible for monitoring both cleared and un-cleared personnel to ensure that no clandestine electronic eavesdropping equipment, destructive devices, or unauthorized building materials are installed in the building during all phases of construction.
ESSENTIAL FUNCTIONS:
Monitor, observe, and interact with construction workers during their tasks to prevent the introduction of hostile surveillance devices.
Screen all equipment, materials, and furnishings for the controlled construction area using X-ray machines and other inspection tools as required.
Operate inspection equipment to detect and prevent the introduction of unauthorized items.
Apply knowledge across all construction disciplines: civil, architectural, mechanical, electrical, and electronic.
Read and interpret blueprints and construction designs to identify intended and potential unintended uses.
Analyze structural features for potential clandestine exploitation.
Exercise knowledge of ICD 705, TSCM, and construction security protocols.
Write detailed reports in English documenting security observations and findings.
Maintain detailed daily activity logs.
Perform other duties of similar scope and nature as assigned.
MINIMUM QUALIFICATIONS AT ENTRY:
U.S. Citizenship preferred.
Minimum age: 18 years.
Ability to obtain and maintain a Secret clearance.
Education/Experience:
High School Diploma or G.E.D required.
Minimum two (2) years of experience as a CST on U.S. Government construction security projects.
Completion of a U.S. Government-approved CST training course.
Prior experience on government construction projects (preferred).
BACKGROUND REQUIREMENTS:
Must meet RMPS Inc. standards for background check, drug testing, and reference check.

Meet applicable state, county, and municipal licensing requirements.
Capable of independent decision-making and functioning with minimal supervision.
Familiarity with security operations and procedures.
Excellent verbal and written communication skills.
Ability to interpret written, oral, and diagrammatic instructions.
Strong team player with adaptability and professional composure.
Strong organizational and customer service skills.
Able to handle multiple concurrent tasks.
Proficiency with computers and security equipment controls.
WORKING CONDITIONS (PHYSICAL/MENTAL DEMANDS):
Maintain composure under pressure and during interactions with staff, clients, and public.
Potential exposure to stressful conditions and unauthorized individuals.
Willingness to work overtime with limited notice.
Physically able to sit, stand, walk, climb stairs, and traverse uneven terrain for extended periods.
Capable of lifting up to 50 pounds.
Possible exposure to inclement weather and hazardous construction environments.
Required to maintain confidentiality and handle sensitive information.
