Description

The purpose of this position is to provide technical and administrative support to the Director of Elections, Deputy Director of Elections, and the Board of Elections. The Elections Technician will manage inventory and maintenance of the State-supplied voting system and oversee website development and maintenance.

Examples of Duties

Responsible for managing the election management system (EMS) and uploading official election results and maintains a back-up of all election data on the EMS server.

Serves as the expert in ballot proofing, ensuring the accuracy, completeness, and clarity of all ballots before they are finalized for printing and distribution.

Oversees and conducts comprehensive logic and accuracy testing of election systems before and after elections.

Leads the early tabulation process, ensuring accuracy and compliance with regulations.

Takes the lead on managing and processing candidate qualifications for elections.

Serves as the expert in the use and operation of Poll Pad systems for voter check-in during elections.

Acts as the expert in Ballot Marking Devices (BMDs), ensuring proper setup, operation, and troubleshooting during elections.

Generates and maintains emergency voter lists using KNOWiNK technology for efficient polling place management.

Ensures polling places are maintained and prepared for Election Day.

Utilizes the GARVIS system to process and manage voter registration data, ensuring accuracy and compliance with all registration requirements.

Provides support to Area Managers, ensuring smooth operations and problem-solving during early voting periods.

Designs and generates sample ballots for distribution to voters ahead of elections.

Monitors and oversees the campaign financing reports for County Elected Officials to ensure compliance with financial regulations.

Oversees public records requests by retrieving information from the EMS, utilizing knowledge of SLOGS (Statewide Listing of Governmental Systems).

Maintains the department’s website, ensuring it is up to date with relevant election-related information.

Provides notary services as required for official documentation and election-related paperwork.

Assists in preparing for meetings, hearings, or other activities; reserves and sets up meeting rooms.

Prints reports as required by the State and leadership of the department; prepares an export of the election reports to the transmitted to the State.

Maintains a back-up of all election data on the EMS server and required L&A paperwork.

Assists with training new poll workers and presenting public demonstrations of the election equipment as needed.

Communicates with County officials, supervisor, other employees, clients, third party service contractors, laborers, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Performs other related duties as assigned.

Minimum Qualifications

Education and Experience:

Requires a Bachelor’s Degree in Business or a related field, and three (3) years of related experience in elections, or equivalent combination of education and experience.

Licenses or Certifications:

Must possess and maintain a valid Georgia driver’s license.

Knowledge, Skills and Abilities:

Knowledge of local government operations, elections related programs, policies and plans, and modern office practices and procedures.

Knowledge of state and federal election laws and regulations.

Knowledge of the location of streets, subdivisions, and districts in Henry County.

Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.

Skill in the use of computers and software applications related to the essential functions of the job.

Skill in effective communication, both verbally and in writing.

Skill in reading maps.

Ability to meet and deal with employees and the public in an effective and courteous manner.

Ability to get along with others, and work effectively with the public and co-workers.

Ability to work flexible hours, including evenings and weekends.

Ability to multi-task and work within deadlines.

Ability to deal with confidential and sensitive matters.

Ability to use computers for data entry, word processing, and accounting purposes.

Ability to operate a copying machine.

PHYSICAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have close visual acuity.
