We are seeking a Senior Program Management Analyst to join our Precise Systems team at Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) in support of the MK 41 Vertical Launching System (VLS) Test Equipment Branch (E55). This full-time, in-office position provides programmatic and analytical support in execution of the development, sustainment, and modernization efforts across the VLS test equipment project portfolio. This role is critical in aligning engineering, logistics, and production activities with program objectives to sustain fleet readiness and increase combat system capabilities.

Duties:

Monitor and analyze cost, schedule, and performance data for VLS test equipment initiatives, including engineering development, in-service sustainment, and production support

Track and evaluate performance metrics across multiple VLS test equipment and fleet support efforts, identifying areas for improvement and process efficiency

Coordinate across engineering, logistics, and contracts teams to ensure timely delivery of products and services that support VLS mission requirements

Support the development and maintenance of program plans, Integrated Master Schedules (IMS), and risk management documents to maintain visibility on key milestones

Compile and present programmatic data, briefings, and reports to stakeholders including NAVSEA, warfare centers, and fleet representatives

Assist in budget planning, financial tracking, and POM (Program Objective Memorandum) submissions to support VLS test equipment development and sustainment

Evaluate performance metrics, track deliverables, and help resolve issues impacting VLS program execution; ensure compliance with applicable Navy policies, acquisition regulations, and command reporting requirements

Facilitate meetings, assist with agenda and presentation development, and provide meeting minutes as required.

Required Experience:

Candidates must possess a minimum of seven (7) years of experience in program management, which includes at least three (3) years in leadership capacity supporting major Weapon Systems Acquisition, In-Service Engineering (ISE), or Operational Support of an Engineering or Logistic Service Center.

Required Skills and Knowledge:

Proficient in project management software (e.g. Jira, Microsoft Project) and methodologies (e.g. Agile, Waterfall, Scrum) for planning, executing, and monitoring projects

Expertise in budgeting, cost management, and financial modeling to support project planning and execution

Expertly apply both quantitative and qualitative analysis techniques to assess project performance and identify areas for improvement

Excellent written and verbal communication skills to effectively communicate with stakeholders, present findings, and facilitate collaboration

Proficient in Microsoft Office products (Outlook, Excel, Word, Project, Teams)

Required Education:

Bachelor’s degree

OR

Master’s degree (preferred)

Desired Experience:

Project Management Professional (PMP) Certification

Lean Six Sigma methodology, applying DMAIC approach, leading Kaizen events as Green Belt or Black Belt (preferred)

Demonstrated training/knowledge of SECNAV, OPNAV, and OSD policy and documentation related to military acquisition programs

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $97,032 to $140,462 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems’ total compensation package.
