Work schedule: Monday - Friday from 8:00 am - 4:30 pm. Role requires evenings and weekends as needed to support community events/meetings. Weekday schedule will be flexible when evening/weekend work is required.
The Enrollment Supervisor will monitor the productivity and outcomes of the enrollment department for Riverside County. This role will supervise the day-to-day operational efforts, staffing, training, and reporting for the Outreach and Enrollment Manager. In addition, this role will provide administrative support to the enrollment team by maintaining the teams Covered California Certifications.
Responsibilities
Supervises the daily operations of the team, including scheduling at multiple sites, timecard approvals, PTO requests, and mileage reimbursement processes
Oversees enrollment activities programs, such as Medi-Cal, Covered CA, Medicare & CalFresh
Conducts eligibility screenings, intakes, education, and enrollment assistance activities to initially determine participant needs and eligibility for enrollment
Facilitates referrals from Neighborhood Healthcare and community resources for enrollment assistance
Collects and enters daily referral, intake, enrollment, marketing, and outreach activities data and notes
Provides new hire and ongoing training/support to new and existing staff
Monitors staff productivity to ensure goals are achieved; provides coaching, as needed
Administers and coordinates enrollment activities with staff and other NHC departments to reduce number of uninsured/self-pay patients and increase the number of new patients
Attends and participates in required meetings to present enrollment service updates
Manages and tracks program enrollment, including creating workflows to ensure goals are met and grants objectives are met
Analyzes and evaluates enrollment activities to maximize enrollment, including the development and maintenance of reports, enrollment workflows, desktop procedures and policies
Maintains documentation and dashboards that allow for quick and efficient understanding of resource capacity and project status
Achieves monthly, quarterly, and annual member engagement goals, enrollment goals, and growth targets established by management
Prepares, analyzes, and shares outreach and enrollment reports with appropriate staff and management
Supervision
Establishes and maintains effective interpersonal relationships with staff at all levels, providers, other program or agency representatives, and the public
Assists in the development of and implementation of policies, protocols, and procedures, and the associated staff training to enable staff to provide accurate, appropriate, and consistent services and information to participants
Monitors workflows and processes to ensure the highest levels of business practices are in place
Works closely with NHC health center’s management/clinical team to implement site protocols
Contributes to the success of the organization by participating in quality improvement activities
Responds promptly and professionally to patient concerns and finds acceptable solutions to patient inquiries
Cooperates in accomplishing department goals and objectives
Functions at highest level according to credentials and competencies
Evaluates performance & provides feedback to employees via monthly 1-1 meetings
Participates in weekly region huddles for East, Escondido & Riverside CEC’s
Analytics/Informatics/Metrics
Leads and directs the development, implementation, and monitoring of outreach and enrollment objectives
Monitors outreach and enrollment dashboard for transparency and accountability
Communicates analytics with remediation plans as required; implements remediation plans
Collaborates with the Data Informatics team, as needed
Analyzes project data to identify trends and opportunities related to project goals
Qualifications
Education/Experience
High school/GED required
Medi-Cal and Covered CA Certified Enrollment Counselor Certified, must obtain within 90 days of hire.
Three years’ community and government programs, such as Medi-Cal, CalFresh, Covered CA and Medicare for families program eligibility/screening required
Supervisory experience or completion of Project Leap for internals preferred
Bilingual (English/Spanish) required

Excellent verbal and written communication skills, including superior composition, typing and proofreading skills
Ability to interpret a variety of instructions in written, oral, diagram, or schedule form
Ability to successfully manage multiple tasks simultaneously
Knowledgeable about and experience with collecting, organizing, and analyzing data, and summarizing reports
Excellent planning and organizational ability
Ability to work as part of a team as well as independently
Ability to assess situations and independently develop a plan of action with necessary sense of urgency
Ability to work with highly confidential information in a professional and ethical manner
Physical Requirements

Pay range: $67,400.00 to $94,300.00 annually, depending on experience, education and additional qualifications.
Compensation Disclosure: The posted salary range reflects the designated pay grade for this position. While this range represents the broader classification of the role, actual compensation will be based on several factors, including but not limited to: the candidate’s overall knowledge, skills, and experience, market data and industry benchmarks, internal equity within the organization, Budgetary considerations and organizational needs. As a result, placement within the range is not guaranteed, and the full pay grade range may not be utilized.
