development priorities across key sectors.
Tajikistan continues to make steady progress in areas such as health, education, agriculture, and
infrastructure. At the same time, there are opportunities to further strengthen services and
resilience, particularly in rural and remote communities. Areas of ongoing focus include
expanding access to safe water and sanitation, enhancing agricultural productivity, supporting
public health systems, and addressing climate-related challenges. Equidev aims to contribute to
these efforts by working alongside communities and partners to improve well-being and support
long-term development goals.
Equidev works in close collaboration with government partners, international donors, and
community-based organizations to design and implement context-specific interventions in the
following areas:
Water, Sanitation and Hygiene (WASH)
Agriculture and Rural Livelihoods
Climate Change Adaptation and Disaster Risk Reduction
Public Health and Nutrition
Gender Equality and Social Inclusion
To strengthen its funding pipeline, Equidev is establishing a Consultant Roster of proposal
developers who can be engaged on a short-term, needs-based basis to support the development of
high-quality funding proposals for bilateral, multilateral, and private donors.
2. Purpose of the Roster
The purpose of the roster is to maintain a pool of pre-screened experts with the technical and
contextual expertise needed to support project design and proposal development across
Equidev’s thematic areas in Tajikistan.
3. Scope of Work
Consultants in the roster may be called upon to:
Work closely with Equidev’s program team in Tajikistan to co-design project ideas and
intervention logic based on local priorities and donor focus.
Conduct desk reviews and contextual analyses related to Tajikistan’s development
priorities, government policies, and donor strategies.
Develop high-quality proposals, concept notes, and expressions of interest, including:
o Problem and context analysis
o Objectives and theory of change
o Activities and implementation plans
o Logframes, indicators, and M&E plans
o Risk analysis and sustainability strategies
o Detailed budgets and budget narratives
Ensure alignment with government frameworks such as the National Development
Strategy 2030, and sectoral policies (e.g. WASH sector plans, agricultural extension
strategies, climate action frameworks).
Incorporate cross-cutting themes such as gender equity, youth engagement, social
cohesion, and environmental sustainability.
Liaise with local stakeholders and partners, including government ministries, civil society
organizations, and donors, as needed.
4. Expected Deliverables (Per Assignment)
Draft and final versions of:
o Project proposal(s)
o Logical framework(s)
o Budget(s) and budget narrative(s)
o M&E framework(s)
o Executive summary or concept note
Technical annexes and supplementary documentation, as required
Briefings or presentations (as needed)
