Profile: Digital Payments and Payment Switch Expert

Key Responsibilities:

· Advise on the design and implementation of digital payments infrastructure, including instant payment switches, real-time gross settlement (RTGS), fast payment systems, and mobile money interoperability platforms, tailored to the context of national and regional financial ecosystems.

· Support the development of bankable proposals for funding or investment by aligning project components with global standards, regulatory frameworks, and the strategic objectives of governments and regional economic communities.

· Provide technical guidance on architecture, integration, and scalability of payment systems, ensuring alignment with financial inclusion goals, digital public infrastructure principles, and cross-border payment interoperability.

· Conduct diagnostics and stakeholder consultations to assess the readiness of financial and regulatory ecosystems, identify infrastructure and capacity gaps, and propose phased implementation strategies to de-risk investment and adoption.

Qualifications of Expert

Education/training (section 2.4.1 of the assessment grid): University degree (‘Master’s or German Diploma’) in Computer Science, Information Systems, Financial Technology, or related fields

Language (section 2.4.2 of the assessment grid): Knowledge of English (5 out of a possible 10 points) and French C1-level (5 out of a possible 10 points) in the Common European Framework of Reference for Languages

General professional experience (section 2.4.3 of the assessment grid): Minimum 8–10 years of experience in digital payments, payment system design, and/or financial infrastructure projects, particularly in emerging markets

Specific professional experience (section 2.4.4 of the assessment grid): 5 years implementing or advising on payment switches, interbank clearing systems, or national digital payment platforms.

Leadership/management experience (section 2.4.5 of the assessment grid): – Not applicable –

International professional experience outside the country/region of assignment (section 2.4.6 of the assessment grid): 5 years experience with payment system regulations, interoperability frameworks, and digital financial inclusion strategies in Sub-Saharan Africa

Professional experience in the country/ region of assignment (2.4.7 of the assessment grid): 5 years of professional experience in Sub-Sahara Africa (in accordance with UN DESA Statistics Division)

Experience in the field of development cooperation (section 2.4.8 of the assessment grid): 3 years of experience in development cooperation projects
