[What the role is]We are seeking a forward-thinking Learning Experience Designer who is passionate about shaping the future of public service learning. You will design and implement innovative, data-informed, and AI-powered learning experiences to equip GovTech talent with the skills and mindsets needed to lead digital transformation at scale.
This role blends deep expertise in instructional design, learning analytics, and generative AI technologies to deliver scalable, human-centered learning interventions across the leadership pipeline.
[What you will be working on]
Learning Design & Development
- Design high-impact leadership development programmes using blended and digital modalities (ILT, VILT, self-paced, social learning).
- Apply adult learning and instructional design principles to build structured, purposeful experiences aligned with GovTech's strategic workforce priorities.
- Work with stakeholders to translate learning needs into clear learning outcomes, pathways, and assets.
- Develop visually rich, modular e-learning assets (e.g. videos, microlearning, scenario-based learning) using tools like Synthesia, Vyond, and Articulate Rise.
AI-Enhanced Learning Innovation
- Integrate AI tools (e.g. ChatGPT, Synthesia, Copilot, Articulate AI, adaptive learning platforms) to accelerate content creation, personalise learning journeys, and simulate leadership scenarios.
- Pilot and deploy AI-powered learning agents (e.g. bots, tutors, knowledge assistants) within selected programmes.
- Develop AI prompt libraries and templates to support internal capability uplift.
- Use AI video, voice, and animation tools (e.g. Synthesia, ElevenLabs) to rapidly produce learning assets tailored to different learner personas.
Learning Data & Evaluation
- Conduct organisation-wide needs analysis using data-driven methods.
- Capture and visualise learning analytics from WorkDay, pulse surveys, and digital learning platforms.
- Generate insights on learning effectiveness and behavioural change to inform iteration and leadership decisions.
- Lead experimentation through A/B testing, learning cohort comparisons, and feedback loops.
Stakeholder Engagement & Project Management
- Co-create solutions with internal SMEs, external vendors, and thought partners.
- Manage project timelines, scope, budget and procurement to deliver quality outcomes.
- Coach internal facilitators to use new AI and digital tools effectively.
[What we are looking for]
- Minimum 5+ years of experience in L&D, with a strong track record in digital and blended learning design.
- Proven hands-on experience in using AI tools in content design and learning interventions.
- Advanced analytical ability—LMS, survey systems, Tableau or Power BI—to derive actionable insights (e.g. via LMS dashboards, surveys, Tableau, Power BI).
- Proficient in authoring and content tools (e.g. Articulate 360, Rise, Vyond, Adobe CC).
- Strong stakeholder engagement and facilitation skills.
- Experience in leadership or change management programme design.
- Awareness of AI ethics and responsible use in learning.
