Introduction

The Maryland State Retirement Agency (the “Agency”) is the administrator of the Maryland State Retirement and Pension System (the “System”). The System is a multi-employer, public employees’ benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 205,000 active members and more than 175,000 retirees and beneficiaries.

The Agency is seeking an investment compliance professional to serve as Senior Compliance Analyst in the Investment Division. The Senior Compliance Analyst reports directly to the Senior Compliance Manager. Under the direction of the Senior Compliance Manager, the Senior Compliance Analyst will assist in monitoring external and internal investment managers for ongoing due diligence and investment guideline compliance monitoring, administration of the ethics, conflicts of interest, material non-public information and personal trading policies, regulatory monitoring and reporting, and policy development.

Main Purpose of Job

Ensures that the integrity of the established investment compliance framework is maintained, policies and procedures are implemented as intended, and an awareness of rules, laws, regulations and the necessity for compliance exists.

Serves as an independent reviewer and evaluator to ensure that compliance issues / concerns are being appropriately monitored, evaluated, investigated, resolved and communicated.

Helps establishes overall compliance program goals, standards and controls to meet objectives.

POSITION DUTIES

Monitors compliance with investment guidelines of external and internal investment managers for all applicable asset classes.

Performs operational due diligence and annual operational compliance monitoring of external managers and funds.

Assists in the administration of the Agency ethics, conflicts of interest, MNPI, and personal trading policies.

Assists in monitoring and completing tasks related to regulatory reporting.

Assists in reviewing compliance with travel related rules, regulations and policies.

Assists in compiling data for Public Information Act requests as it relates to investment data.

Contribute to the development of policies and procedures for the Investment Division.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited four-year college or university with a bachelor’s degree.

Experience: Two plus years of successful employment in legal, compliance or audit roles, preferably in the investment, financial, banking, accounting or insurance industries.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications

Preference will be given to candidates with:

• Two plus years of experience performing investment compliance responsibilities

• One plus years of experience with Bloomberg

• Two plus years of experience with investment compliance monitoring systems

• Advanced Microsoft Excel skills (pivot tables, complex formulas, large data sets)

• Knowledge and understanding of security-type classifications, derivatives, indexes, and portfolio characteristics such as credit quality, duration, weights, and allocations.
