Qualifications

Completion of a master’s degree in education, business or related field and 5 years of experience in program oversight (supervision), leadership or educational administration which included strategic planning, policy analysis and implementation, data and financial analysis, and managing cross-functional teams.

OR

Completion of a bachelor’s degree in education, business, or a related field and 10+ years of experience in program oversight (supervision), leadership or educational administration which included strategic planning, policy analysis and implementation, data and financial analysis, and managing cross-functional teams.

AND

· Understanding and experience implementing school turnaround and improvement strategies and models.

· Budgeting and grants administration.

· Experience developing and implementing policy

· Experience developing and creating professional development aligned to state policy implementation

· Strong organizational skills with demonstrated ability to manage multiple complex roles and responsibilities

· Systems thinker with creativity and strong problem-solving skills

· A strong understanding of Ohio’s educational policy and landscape

Oversees the Office of School and District Improvement:

· Provide management, leadership, and direction for the office;

· Provide oversight of the state system of support / regional delivery service system (i.e., State Support Teams):

o Works collaboratively with across the agency to develop requirements and coordinate funding for state system of support;

o Develops human capital management across the state system of support;

o Develops professional development plan for OSDI staff;

o Develops and supports aligned to the agency’s priorities; use of common terms, tools and measures;

o Builds connections and relationships with essential Education Service Center (ESC) partners to garner support efforts for identified districts and buildings;

o Administers the contract between DEW and SST fiscal agents.

o Monitor services provided by SSTs and determine effectiveness and utilization rate for SST consultants.

Provide leadership and oversight of technical assistance and professional development to identified schools and districts.

Aligns regional services with Ohio’s Every Student Succeeds Act (ESSA) Plan and Ohio Revised Code School Improvement requirements;

Develops processes and tools to support implementation of the Department’s Integrated Multi-Tiered System of Support (IMTSS).

Manages and coordinates school and district review processes, including self-assessment tools and resources;

Provide support to the development and application of Ed Steps platform.

Provide oversight for federal grants and development of resource allocation review process.

Provides leadership and expertise for assigned DEW initiatives\:

· Develops protocols for articulation of federal guidance ensuring fidelity of implementation of grants at each building and district;

· Monitors federal requirements and LEA (Local Education Agency) leading indicators surrounding school improvement efforts;

· Understands and identifies actions being implemented in districts and schools for each component of the selected evidence-based strategy;

· Provides policy development and direction, technical assistance, consultation, review and oversight of those assigned DEW initiatives;

· Creates and documents processes and structures to integrate the work of the external partners with the work of the state system of support;

· Connects and collaborates with other state partners, cross-state collaboratives and peer networks as well as national support efforts and teams).

· Monitors progress toward achieving office objectives.

Travels statewide for presentations, conferences, trainings and meetings;Performs HR and management duties as necessary;Participates in other stakeholder groups and efforts necessary to align with other priorities of state or DEW.

The work location of this position is 25 South Front Street, Columbus, Ohio 43215. You will be required to report to this work location full-time, if selected.

If this position is filled with an internal employee who has an approved telework agreement, the employee may be required to report in-person during the initial training period.
