Office of Fiscal and Monitoring Services

The Office of Fiscal and Monitoring Services (OFMS) Monitoring Services Division is responsible for providing risk management services for OFMS and ODJFS. The division manages risk through subrecipient and contractor monitoring. The division provides training, technical assistance, audit liaison services, and resolution services. The division provides oversight for counties, workforce local areas, state agencies, and others. Additionally, the division manages the County Finance Information System (CFIS). Their services also include technical assistance and training for Ohio's counties. Our focus is on efficient and effective business operations, internal control, and compliance. What You’ll Do

This position will work with the OFMS Project Manager, to provide support and back to the existing analytic tasks, maintain regular reports, create and maintain technical documentation on the different functions such as CFIS system. He or She will complete analysis of both financial and operating data as needed. The position will also work with internal and external stakeholders for audits, systems testing, and other teams or state departments as needed relating to all OFMS bureaus.

This position will support and backup current operations in OFMS bureaus as data analytic related workload continue increasing for the foreseeable future.

The service clients of services are mainly County Family Services Agencies (CFSA), Workforce Development Agencies (WDA), OFA SNAP and other Fiscal and Monitoring bureaus.

The candidate should be able to learn various financial systems such as CFIS, OAKS, IADM, IOP data base, Vericode, ARIES, OB, document issues, diagram business process, identify issue and potential solutions, create training documents, assist subject related parties to improve their daily operations in person or remote.

Support and conduct financial manager, project manager and bureau chief on various regular and ad hoc requests

Working directly with AOS, OBM, DAS, Federal auditors and other JFS parties.

Potential Challenges of the Job:

Must be flexible and able to travel to meet with stakeholders/system users on short notice. Must be able to multitask projects while prioritizing the workload, travel and stakeholder needs.

Necessary Skills:

Strong communication skills to effectively understand/recommend fiscal system and data needs of both internal and external customers

Strong documentation skills to create effective fiscal and CFIS technical documents

Analytical and ad-hoc problem solving skills

Experience in data analysis and auditing

Ability to understand external customer fiscal systems and their relationship to CFIS

Schedule\: Monday - Friday, 8\:00 AM - 4\:30 PM in office with varying hours for travel. Occasional in-office hours will be required.

Travel\: As the position evolves travel will become a minimum of 2 days per week. Travel covers all 88 counties.

The ideal candidate, at minimum, must have the following\:

Option 1:

60 mos. combined work experience in any combination of the following\: creating and coordinating technical and business requirements for processes, projects and procedures, working with business users and technical staff to develop strategies and leading modification or creation of new systems for implementation of information technology solutions.

Or Option 2:

Completion of associate core program in computer science, information systems, or business administration and 42 mos. combined work experience in any combination of the following\: creating and coordinating technical and business requirements for processes, projects and procedures, working with business users and technical staff to develop strategies and leading modification or creation of new systems for implementation of information technology solutions.

Or Option 3\:

Completion of undergraduate core program in computer science, information systems, or business administration and 36 mos. combined work experience in any combination of the following\: creating and coordinating technical and business requirements for processes, projects and procedures, working with business users and technical staff to develop strategies and leading modification or creation of new systems for implementation of information technology solutions.

Or Option 4:

Equivalent of minimum class qualifications for employment noted above.

Pay Information

This position is in the State of Ohio’s OCSEA/AFSCME Pay Schedule, Pay Range 35. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $38.84 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
