The Programme Area Manager (PAM) provides strategic leadership and coordination at the provincial level (Nampula and Zambézia), ensuring effective external engagement, strong oversight of partner-led implementation, contribution to business development, humanitarian coordination, and people management. This role is key to ensuring Plan International Mozambique’s programs are impactful, gender-transformative, rights-based, and aligned with the Country Strategy.

The Opportunity

Lead annual and quarterly planning processes, ensuring alignment with the Country Strategy.

Ensure effective delivery of all project outcomes in line with work plans and budgets.

Provide strategic oversight of partner-led implementation, ensuring accountability for KPIs.

Ensure all projects have robust M&E plans and use data for adaptive management.

Monitor SAP, PO logs, and financial reports to inform decision-making.

Track grant performance and ensure compliance with donor requirements.

Oversee the quality and timely production of sponsorship communications.

Lead or contribute to the development of high-quality proposals and concept notes.

Coordinate with Emergency Response Manager for localized emergency responses.

Ensure that budget utilization aligns with donor requirements and approved work plans, including partner budgets.

About You

Master’s degree in Social Sciences, Development Studies, or related field;

Experience in program and project management, including grant oversight

Years in senior leadership or coordination roles

Proven track record in partner management, institutional fundraising, and donor compliance

Experience in humanitarian coordination and emergency response

Grade: 17 (Pay range 3 529 598MT to 3 970 798MT annual gross) Plan reserves the right to pay according to internal procedures;
