Job Description

Position involves the designing, developing, testing, debugging, implementing, and maintenance of web and Windows-based applications using C# and the .NET framework.

Examples of Work

Technical examples:

Design, develop, test, and support software systems and sub-systems with an emphasis on both front-end methodologies and server-side programming.

Collaborate with internal and external customers on various projects and issues.

Estimation, planning and tracking of work product - including project task definition.

Identify and provide technical analysis and complete solutions both independently and in a team environment.

Maintain assigned applications; Debug and resolve technical issues and implement improvements proactively.

Work with vendor support contacts to resolve technical problems with equipment and software.

Train users on standard and/or customized software which may include (but not limited to) word processing, spreadsheets, e-mail, file transfers, file extractions, and databases.

Respond to trouble calls, work orders, and/or service requests from customers.

Lead a team of developers through work assignments, provide technical guidance, and communicate project-level tracking.

Knowledge, Skills and Abilities

Required Candidate Skills, Knowledge, and Proficiencies:

Must be able to demonstrate skills, knowledge, and proficiencies in:

NET Framework

C#

NET Web Forms

SQL / TSQL

Experience in full software development life cycle (requirements gathering through development, testing, deployment, and maintenance).

Strong written and verbal communication skills

Must be able to self-manage activities and tasks in a high volume, service-oriented workplace.

Must be able to demonstrate the ability to utilize root cause analysis problem solving skills and/or models to reduce/minimize/eliminate repetitive technical problems while working alone or in team settings.

Preferred Knowledge, Skills, Abilities, and Requirements:

Experience with Microsoft Internet Information Server (IIS)

NET MVC or knowledge of MVC frameworks

.NET Windows Forms Development

.NET Core

CSS (Cascading Style Sheets)

AJAX

JQuery/JavaScript

Web Services/WCF Services development experience

SSIS & Reporting Services experience

HTML

REST API development experience

Development experience using load balancers and profilers

Azure DevOps Server - GIT

Telerik UI controls and Reporting

Open Requirements/Supplemental Information

BS in Computer Science, Software Engineering, or equivalent experience

1+ years of verifiable professional I.T. experience

1+ years of verifiable professional software development experience using current object-oriented methodologies.

Additional Requirements:

Must be available to work during limited emergency declarations as prescribed by the City of Jacksonville Civil Service and Personnel Rules and Regulations Rules.

Must be able to conduct research and effectively collaborate with outside entities and agencies regarding current best practices.

Must maintain existing knowledge and skills through continuing education.

Must exhibit high attention to detail in all work tasks.

Must be flexible with changing, and often unexpected, work demands to meet the operational needs of the agency.
