Traffic Signal Supervisor

SALARY: $58,196 to $69,835 Annually
GENERAL JOB DESCRIPTION
To supervise, assign and review the work of staff responsible for the installation and maintenance of
traffic signals; to oversee and participate in related work activities; and to perform a variety of technical.
tasks relative to assigned area of responsibility.
PRIMARY DUTIES AND RESPONSIBILITIES
Responsible for the installation, maintenance and repair of city-wide traffic signal and electrical traffic control devices. Ability to oversee and inspect work performed by utility companies, contractors, and other departments in the installations of traffic control devices.
Set up and manage a preventative maintenance program for approximately 100 signals within the urban area. Maintain responsibility for having an adequate inventory of signal and electrical replacement parts for the proper management of this maintenance program. Able to perform bench repairs on all mechanical/electrical traffic control devices including solid state controllers and associated cabinet equipment.
Operate and maintain city traffic signal and control systems. Maintain a working knowledge of basic theories and concepts with respect to computerized and other master control systems.
Develop quality control standards for the acceptance of new equipment. Prepare new signal equipment for use including wiring, testing, monitoring, and installing equipment.
Responsible for the operation of all traffic controllers and coordination units. This involves the setting and programming of appropriate signal timings with respect to City and State specifications.
Assist in setting up and managing a program to respond to emergency calls for signal malfunctions. Must diagnose malfunctions and perform repairs during and after regular working hours. Schedule personnel to be on call 24 hours for emergencies. Respond to locates for underground signal wire and conduit.
Evaluate existing traffic signals and electrical control devices to effectively prioritize modifications and upgrades on both the City and State Systems.
Set up appropriate temporary traffic control for all street-related work in accordance with the Manual on Uniform Traffic Control Devices (MUTCD) and the International Municipal Signal Association (IMSA) standards.
SECONDARY DUTIES AND RESPONSIBILITIES
Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of traffic control systems installation and maintenance.
Participate in the repair and maintenance of electrical equipment for the City of Cheyenne including networking fiber and computer equipment.
Perform other duties and responsibilities as required.

Principles of supervision, training, and performance evaluations.
Standards of uniform traffic control principles, devices, and maintenance methods.
Modern, complex principles and practices of traffic signal control, traffic engineering and electricity.
Installation, maintenance, and repair requirements of traffic signals luminaries.
Pertinent City traffic codes.
Layout of the City Street system.
Pertinent Federal, State, and local laws, codes, and regulations.
Occupational hazards and safety practices
Basic knowledge of IP based Networking
Knowledge of Windows-Based Computer systems
Knowledge of the MUTCD (Manual on Uniform Traffic Control Devices)
Supervise, organize, and review work of lower-level staff.
Select, supervise, train, and evaluate staff.
Coordinate and oversee traffic signal and luminaire installation projects.
Work independently in the absence of supervision.
Read and interpret technical manuals, government regulations and uniform traffic codes.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted during work.
QUALIFICATIONS FOR THE JOB
Required:
Four (4) years of increasingly responsible traffic control experience, including one (1) year of lead supervisory experience and networking.
Signal Technician, Level II from the International Municipal Signal Association

Maintain mental capacity which allows the capability of making sound decisions demonstrating intellectual capabilities.
