POSITION SUMMARY

The Project Administrator is assigned to the FFG Program Management Team and is responsible for supporting the CONSTELLATION-class FFG program. This work includes, but is not limited to, understanding financial/business concepts, contract management, policies, practices, processes and procedures to the management of ship design and construction programs necessary to communicate Program Manager guidance and recommendations. The individual is expected to have an ability to read, interpret, and clearly present complex information; interact with customers, partners, and colleagues; listen well; and, resolve issues identified by stakeholders.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following, other duties may be assigned:

Plan, refine, schedule, and manage assigned business rhythm and office administration work. Ensure timely and professional submission of required reports and deliverables to corporate leadership, Navy customer, and subcontracted vendors

Manage deliverable formatting and timely accomplishment of project milestones such as kick-off presentations, mid-process reviews, final briefs and technical reports. Organize files, enforce version control, and ensure deliverables are appropriately documented, serialized, and sent to the customer

Collect and interpret data relevant to the management of cost-plus contracts. Monitor and analyze subcontractor cost-plus reporting. Update periodic reports and make recommendations for corrective action accordingly

Review, proof read, and format data in support of contract data requirements list (CDRL) submittals. Organize presentation material for project milestone and program management reviews

Coordinate with other departments to produce project cost estimates, analyze cost accounting data, and review subcontractor invoices for class service projects and tasks.

Work closely with Engineering counterparts in organizing, managing, and executing each class service project. Ensure adherence to templates and serialization sequencing in the creation of all supporting documents

Provide support to the program manager by developing and updating required program management documents, statements of work, managing requisitions for outsourcing services and obtaining additional support from vendors, and gathering market research data to support the technical evaluation of vendor proposals

Conduct functional financial management to plan and track assigned budgets and expenditures. Estimate projected expenditures and forecast when additional funds may be needed

Develop metrics for cost, schedule and quality and gather data to update those metrics. Report performance status of class service progress related to budget and schedule commitments

Facilitate communications of class service priorities across departments and be prepared to speak to aspects such as design philosophy, business case, and benefit to the customer

Deliver technical, business, and marketing publications support services to produce professional quality and timely deliverables and presentations to support the team

Support program, contract, and contractual change requirements and documents administration

Work independently in solving office administrative issues when appropriate

Comply with all FMM organizational policies and procedures and US defense industrial security and international trade compliance regulations and requirements SUPERVISORY RESPONSIBILITIES

Supervise and perform administrative, clerical, and publications support tasks and resources. Job responsibilities are carried out in accordance with the Company's policies, procedures, and applicable U.S. and State laws. Responsibilities include planning, performing, and delivering class design services work products and information; addressing customer inquiries and complaints, and resolving problems with the administration and execution of class service projects.

EDUCATION AND EXPERIENCE

Bachelor's degree in business administration or related discipline desired or an Associate's degree required and 5 years of administrative experience or a High School diploma and 7 years of administrative experience. 10 years of experience of increasing responsibility in the business administration field of competence for US defense business applications is desirable.

Familiarity with the business and office administration of Naval Architecture, engineering services, and related software products in the maritime industry is desired.

Detailed Experience and working knowledge with business administration and office support services directly applicable to US Navy surface combatant contractual programs and internal business requirements

Exhibits a familiarity with scanning equipment and the Microsoft Office Suite in the following order of importance: Word, Excel, Access, PowerPoint.

Must be eligible for a Security Clearance (U.S.) SKILLS

Business and office administration skills proven by verifiable and specific work experience are required

Must have a working knowledge of business administrative and office facility support to US Navy contract programs, as well as the associated regulatory agencies.

Demonstrated by specific work experience contractual project cost accounting and invoicing skills

Current computer skills relevant to the business administration field of competence are required.

Must have in-depth knowledge/experience with management of database systems, enterprise systems (BAAN, SAP ) Project Life Cycle Management (PLM) systems

Must understand the use of various engineering specific computer applications (i.e.: AutoDesk, ShipConstructor, Cloudis) to collect, process and analyze data

Must have ability to use standard office software (Word, Excel, PowerPoint, etc.)

Must have ability to work within Company and Group customers schedule and budget constraints.

Personal competencies should include strong time management, business problem solving, and dispute resolution skills.

Strong technical report and presentation preparation skills.

Effective and demonstrated by specific work experience organizational and time management skills

Ability to maintain a professional demeanor, particularly in time critical or resource challenged scenarios, is considered essential

Articulate written and verbal communication skills are required

While performing the duties of this job, the employee's workspace is in a clean and comfortable climate-controlled setting with little to no exposure to the moving equipment, elements, extreme conditions, or risk of injury. The noise level in the work environment is usually quiet. When entering the shipyard, the work environment is not climate-controlled and there is exposure to moving equipment, etc.
