Pre-Tender / Cost Estimation:
Review and analyze tender documents, drawings, and specifications for MEP
systems.
Conduct site visits to inspect actual conditions and prepare site visit reports, initial
scope, BOQs, and associated cost estimates.
Prepare detailed cost estimates for electrical, plumbing, air-conditioning and
minor civil works, including materials, labor, overheads, subcontractors and
equipment.
Develop and validate Bills of Quantities (BOQs) based on design/tender
requirements.
Coordinate with procurement and suppliers/subcontractors for market-accurate
quotations.
Prepare technical and commercial proposals for tenders (RFPs/RFQs).
Summarize and finalize the cost estimates and submit to management to conclude
the bidding, including proposing value engineering options and pricing strategies.
Post-Award / Quantity Surveying & Cost Control:
Review awarded contracts and scope to develop budgetary controls aligned with
project targets.
Prepare project budgets, forecasts, and cost tracking sheets.
Coordinate with the project execution team and assist in defining technical
specifications and project scope aligned with cost benchmarks.
Monitor and validate work progress to support monthly valuations and prepare
Interim Payment Applications (IPAs).
Prepare and certify subcontractor bills and progress claims based on site
execution and verified measurements.
Identify, quantify, and document variations and prepare Variation Orders (VOs)
with supporting cost justifications.
Support the preparation of final accounts, cost-to-complete reports, and project
close-out documentation.
Liaise with clients, consultants, and project teams on all cost and commercial
matters throughout project execution.
Technical Coordination:
Attend meetings with consultants/clients to discuss scope, specifications, and
commercial issues.
Assist in preparation of shop drawings and as-built drawings required during
execution.
Follow up on consultant approvals, including material submittals, shop drawings,
and documentation.
Requirements:
Education:
Bachelor’s Degree in Electrical or Mechanical Engineering (or equivalent).
Experience:
Minimum 4–6 years of combined experience in estimation and quantity surveying
roles for MEP works in the Qatar/GCC region.
Proven experience in both maintenance and installation projects.
Technical Skills:
Strong knowledge of HVAC, Electrical, Plumbing, and Fire Protection systems.
Proficient in MS Office Package, AutoCAD, Visio, MS Project and estimation software.
Qatar Market Awareness and Benchmarking – Well-versed in prevailing market
rates, supplier and subcontractor networks, emerging technologies, and applicable
local regulatory standards.

Ability to manage multiple tasks under pressure and meet tight deadlines.
Preferred Qualifications:
UPDA Certificate and Kahramaa License is highly preferred
Knowledge of Qatar authorities' standards (Kahramaa, QCDD, Ashghal, QCS, etc.)
Experience in Construction Works and Facility Maintenance
Valid Qatar Driving License is an added advantage.
