The OPRAS Division seeks a Program Administrator to manage operational activities primarily related to Health insurance.The ideal candidate has excellent organizational and administrative skills, can multi-task, has the ability to work on several projects at the same time and can effectively respond to unforeseen issues.

Your Key Responsibilities include but are not limited to the following:

Serves as the manager of programs involving internal operational activities and support systems of the Office of Product Regulation and Actuarial Services (OPRAS).

For these assigned programs (e.g., Qualified Health Plan Management (QHP), External Review, Form and Rate Filings), advises on the formulation of policy and implements said policy supporting regulatory processes and requirements used to evaluate compliance with state and federal laws and regulations, and agency rules and bulletins. • Develops and implements internal review standards and procedures based on statutory requirements. This includes developing forms and/or systems to support compliance review activities; evaluating and reporting outcomes; and providing training and technical support.

• Supervises, evaluates work performance, and coordinates training & educational programs for assigned staff.

• Supports achievement of business unit and agency technical objectives by working with Office of Information Technology Systems (OITS) to analyze and help determine scope, requirements and specifications; test; and implement new technologies and systems development.

• Manages maintenance and coordination of business unit content for agency website pages.

• Serves as agency manager for the State Electronic Rate and Form Filing System (SERFF). Participates and represents agency in SERFF and related National Association of Insurance Commissioners (NAIC) and Interstate Insurance Product Regulation Commission (IIPRC) activities and makes recommendations and decisions regarding system usage and enhancements.

• Responsible for research, analysis, and reporting tasks that may include narrative, graphic, and/or statistical elements. This may involve the application of mathematical calculations, complex queries, and/or advanced programmatic functions. Will utilize available internal and external data sources, as well as available desktop technologies (e.g., Access, Excel, Visio, Power Point, & Tableau).

• Respond to informational requests and inquiries from internal and external sources that may be of a complex nature requiring in-depth insurance product knowledge and the application of regulatory standards and agency policy.

Unless required by legislation or union contract, the final candidate can expect to be paid at the lowest step in the pay range (step 1). As a Program Administrator 3, you will receive a raise after six (6) months and yearly step increases until you reach the top level of the pay range. There may also be possible cost of living adjustments (COLA) and longevity supplements beginning after five (5) years of state service

Qualifications

5 yrs. trg. or 5 yrs. exp. in business administration, management or public administration.

-Or completion of undergraduate core program in business administration, management or public administration; 36 mos. trg. or 36 mos. exp. in supervisory, administrative &/or managerial position.

-Or completion of undergraduate core program for academic field of study commensurate with program area to be assigned per approved Position Description on File; 36 mos. trg. or 36 mos. exp. in supervisory, administrative, managerial &/or staff position involving planning, research &/or policy/procedure development.

-Or 1 yr. exp. as Program Administrator 2, 63123.

-Or equivalent of Minimum Class Qualifications For Employment noted above.
