Summary

This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Acquisition Directorate's (CG-9), Acquisition Support & System Engineering Policy & Processes (CG-924) located in Washington, District of Columbia.

Duties

You will serve as a Mgmt Program Analyst and be responsible for developing plans and policies for the resource and program management offices in the formulation and development of business, cost estimating and financial management process acquiring and improving all of the Coast Guard major assets.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

Provide subject matter expertise regarding CG acquisition policies, processes and procedures and ensures compliance with DHS acquisition policies and procedures and plays a major role in the review and periodic updating of the CG Major and Non-Major Acquisition Instructions.

Provide consultation during pre-acquisition activities leading to the initiation and establishment of an acquisition program and the assignment of a Program Manager.

Monitor program performance against acquisition documentation, monitoring and evaluating internal/external reports and providing independent assessments of performance.

Coordinating a variety of management support and manpower issues, in support of the organization, concerned with long-range planning on a broad spectrum, with the principal goal of providing the solution to major management problems; and the development of prudent and practical management techniques, support procedures, and controls to acquire/retain adequate manpower.

Lead study or work groups to identify and implement recommendations to management to improve overall functions, operations, and performance

Develop and publication of acquisition program management policies, processes and procedures; identifying and analyzing acquisition metrics and ensures appropriate internal controls are in place for major and non-major systems acquisitions.

Applicant will be required to take appropriate level Defense Acquisition University (DAU)/Federal Acquisition Institute (FAI) Program Financial Manager (PFM) training to attain certification or maintain current skills/certification.

To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Serving as the lead in developing strategies for planning and developing a major agency acquisition program of national scope and impact.

Exercising overall responsibility for the annual review of the acquisition program operations and cost allocations and the maintenance of performance standards for the acquisition program.

Planning, establishing, and directing the quality improvement program for a large, difficult, and diverse acquisition program for an agency.

Having experience and knowledge of U.S. Government Shore Infrastructure/Facilities is of value. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
