The Opportunity

The Manager, Project Execution is responsible for managing and executing projects to accomplish stated company objectives. The Manager will utilize project management experience and technical knowledge to drive collaborative and strategic planning, project team development and proactive stakeholder engagement to maximize benefit, minimize cost, and reduce risks.

What you'll do

Manage a team of project managers to successfully execute projects

Manage the safety execution and ensure appropriate resources are in place to do so

Manage and report changes in risks, schedule, and/or project budgets

Actively manage contractors’ progress and ensure productivity, progress and spend is according to plan

Initiate and implement corrective action to ensure restoration footage is progressing as planned and within budget

Manage project activities including budget, schedule and reporting functions in accordance with TC Energy’s Project Delivery Standard

Maintain a high level of focus on health, safety and environment; ensure safety within all project work

Ensure comprehensive safety standards are in place and being implemented

Ensure close and effective coordination with all internal stakeholder groups, including construction management, commercial, gas control, operations environment, regulatory, engineering, and legal

Ensure implementation of Project Execution Plan including strategies all row and slip restoration of the project

Support the Project Managers in the negotiation of changes and claims with contractors

Participate in strategy development with supply chain to close out contracts and any remaining claims

Maximize surplus material cost recovery and salvage efforts

Ensure ROW and project compliance to all applicable regulatory and FERC permits

Ensure contractor performance is monitored and measured against contract terms and conditions

Ensure supplier and contractor performance issues are documented and mitigated

Partner with the Safety and Quality teams and other functional groups to ensure root cause analysis and corrective actions are implemented

Manage costs and manpower to achieve stated financial objectives

Review, evaluate and approve all scope changes prior to implementation

Ensure the project is being constructed in compliance with required engineering documents, design standards, specifications, and all applicable permit and environmental requirements

Ensure risks are being tracked and evaluated throughout the project life-cycle

Manage and forecast project costs to ensure project remains on budget

Ensure completion of project deliverables on time, on budget and within scope

Contribute to project economic assessments including the analysis of cost variables inherent within capital cost estimate build-ups and operating budgets

Apply standardized project management tools, processes, and templates to develop project implementation plans, schedules, stage gates, risk registries and various other project documents

Prepare formal reports and presentations for clients and management

Ensure opportunities for improvement are identified and documented as lessons learned throughout the project life-cycle

Contribute to the continuous improvement of the company's project management tools and processes

Minimum Qualifications

Bachelor’s degree in engineering, Project Management or other technical field

Minimum of 15 years of natural gas pipeline industry experience is preferred, with demonstrable experience in Project Management or Construction Management

Preferred Qualifications

PMP certification

Strong knowledge of applicable natural gas industry construction practices and FERC and agency requirements

Strong knowledge of industry best practices

Strong knowledge of engineering design standards and applicable natural gas industry codes and regulations- must stay current on technology, industry standards and material

Strong leadership skills; ability to create a vision, clearly communicate direction and drive to goal completion

Applicable gas industry regulatory experience (working knowledge of federal regulatory knowledge, state regulatory knowledge, and natural gas market knowledge)

Requires the ability to read and understand technical documents including legal contracts and information on new management concepts and new technology

Demonstrates the ability to influence individuals to accomplish objectives without direct reporting relationships

Strong skills in the areas of team facilitation, collaboration, negotiation and influencing, process mapping, problem solving and creative solutions

Able to recognize and evaluate risks, hazards, losses and prevent conflicts between activities
