General Definition of Work

Performs difficult advanced technical work developing the County's Oracle Fusion Cloud Application by providing assistance in the planning, development, and administration of the ERP system; which includes providing optimum design, development, deployment, and modifications of the Oracle ERP platform. Work involves developing the County's ERP system under the direction of Senior ERP Product Manager.

Essential Functions

Assists with the administration and development of the programs and policies of the County's Oracle Fusion Cloud ERP system. Assists with the day-to-day planning, designing, development, implementation, and maintenance of efficient business, financial, and operation solutions using software, hardware, security, and workflow tools available in the Oracle ERP system.

Clearly defined objectives and key performance results are developed and incorporated that are data-driven and measurable to assess the success of the County's ERP product initiatives and product strategy.

Assists with managing the County's use of data modeling, workflow modeling, and use case development for the ERP system.

Understanding of technologies required to implement software development, including knowledge pertaining to Oracle Fusion Cloud ERP System.

Oversees the implementation of the Oracle Fusion applications according to client specifications. Including the customization and configuration of Oracle Fusion modules (i.e. Financial, Procurement, and Human Capital Management) per business requirements.

Works with Business Intelligence Developer to develop and modify reports, interfaces, extension, and workflows to enhance functionality.

Responsible for integrating the Oracle Fusion applications with other business systems and third-party applications, ensuring the seamless data flow between Oracle Fusion and other systems.

Responsible for providing on-going technical support to clients, including the troubleshooting and resolving of issues related to Oracle Fusion applications. Works closely with the Oracle Platform Architect as needed to perform regular maintenance and updates.

Assists with data migration to Oracle Fusion applications to ensure data integrity and security during the migration process.

Conducts training sessions for end users on Oracle Fusion applications. Including the preparing of technical documentation, user manuals, and system guides.

Assists with managing and maintaining the workflow and security systems in the ERP system to ensure that all workflows are flowing correctly and reliably and that approvals are being made by the appropriate departments and the ERP system is operating in an efficient manner. Including the coordinating and performing of in-depth testing for modified or new workflow systems and other post implementation support.

Demonstrates proven communication, analytical, and problem-solving skills necessary to maximize the County's ERP system and ensure that the system is working accurately and efficiently.

Build strong working relationships with stakeholders through effective communication and developing buy-in for product initiatives by ensuring alignment with the County's ERP goals and needs.

Works collaboratively with various division/departments and other County stakeholders to formulate clear hypotheses for product enhancements, new features, or optimizations. Including the sharing of concepts, roadmaps and progress updates using data to drive transparency and understanding.

Performs other duties and activities as assigned.

Minimum Qualifications & Knowledge, Skills and Abilities

Bachelor's degree in management information systems, business administration, accounting, or related field, and three years of related experience with ERP related software development, business process and ERP related solutions, account management, SQL database, or equivalent combination of education and experience. Previous experience working with ERP software development, Oracle Cloud based ERP Administration, or Web or Cloud based experience is preferred.

Must be able to pass a background investigation.

HIPAA certifications within six months of employment.

A valid driver's license or evidence of equivalent mobility is required upon hire.

Knowledge, Skills, and Abilities

Extensive knowledge of software development and design using the Oracle Cloud platforms; working knowledge of SQL; working knowledge of state-of-the-art database development tools and utilities; knowledge of County government business functions, and work flows, and processes; knowledge of Minnesota data practices law; technical skills necessary to manage and perform platform installs and upgrades, and to propose and implement improvements to platforms and databases; technical skills necessary to administer the server environment; technical skills necessary to perform data integration and development services; verbal and written communication skills sufficient to effectively present information and respond to questions from a wide variety of audiences; reading comprehension skills sufficient to read and understand technical documents, service agreements, and printed materials; interpersonal skills sufficient to exchange and/or convey information, receive work direction and maintain effective working relationships; ability to troubleshoot technical problems; ability to perform complex problem circumstances; ability to establish and maintain effective working relationships with elected officials, department personnel, supervisors, County employees, and external vendors; ability to maintain professional and technical knowledge by attending educational trainings, workshops, seminars, and reviewing professional publications; ability to maintain current trends and benchmark state-of-the-art practices in the area of ERP and database administration methods, procedures and tools; interpersonal skills sufficient to exchange and/or convey information, give and receive work direction, and maintain effective working relationships; ability to effectively organize time and anticipate, plan, and successfully respond to changing circumstances; ability to perform all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices; ability to communicate courteously and professionally while maintaining positive working relationships with others when carrying out all job functions.

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, frequently requires speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, reaching with hands and arms and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location.
