HH Red Stone is a mission-driven property management company with a growing portfolio. Were seeking an experienced and motivatedAssistant Property Manager to support operations at one of our Philadelphia Housing Authority (PHA) communities.
This role is ideal for someone who thrives in a compliance-focused, resident-first environment and is committed to delivering high-quality service in accordance with HUD and PHA regulations.
What Youll Do
As Assistant Property Manager, youll support the Property Manager in overseeing day-to-day operations including leasing, income certifications, rent collection, vendor coordination, and resident relationsall within the framework of PHA and HUD compliance.
Key Responsibilities
Leasing & Certifications
Support leasing, intake, and occupancy procedures, ensuring all move-ins and renewals meet HUD and PHA income eligibility requirements.
Assist with annual and interim recertifications, third-party verifications, and file audits in accordance with HUD and PHA protocols.
Rent Collection & Financial Oversight
Process rent payments and enforce lease and repayment agreements per PHA policies.
Monitor delinquency and initiate follow-up consistent with Fair Housing and local housing authority rules.
Resident Services & Support
Respond professionally and promptly to resident concerns, including reasonable accommodation and grievance procedures.
Maintain complete and accurate resident files, including documentation for inspections, certifications, and communications.
Site Operations
Manage work order intake and track follow-up with maintenance.
Assist in preparing for NSPIRE or HQS inspections, annual unit inspections, and site audits.
Vendor and Budget Assistance
Track property operating budgets, assist with accounts payable, and ensure purchases follow approved procurement and compliance procedures.
Support in preparing reports for Owner and PHA submission as required.
Leadership & Collaboration
Act as Property Manager when the Manager is off-site.
Support leasing and resident services staff, helping drive performance and resident retention efforts.
Other
Perform other duties as assigned in alignment with PHA, HUD, and company requirements.
Who Were Looking For
13 years of experience in property management, preferably with affordable, public housing, or HUD-funded programs
Understanding of HUD, PHA, Section 8/HCV, LIHTC, or other income-restricted housing programs
Proficiency in Microsoft Office and property management software (RealPage/OneSite preferred)
Strong organizational and communication skills
High school diploma or GED required
Fair Housing Certification (or willingness to obtain within 30 days of hire)
