Job Title: Fiscal Analyst 2 (FA2) - JR/Harbor Heights
Location: Chehalis, WA. Full-Time. This is an On-site Only position.

Salary: $3,811.00 - $5,117.00 Monthly. The indicated salary does not include a 3% general wage increase effective July 1st, 2025.
The Department of Children, Youth and Families (DCYF), Financial and Business Services Division is looking for a detail-oriented individual to join our team and support our mission to protect children and families, so they flourish by ensuring that the JR/Harbor Heights facility's vendors, contractors, and employees are paid in a timely and accurate manner. This position is crucial for the day-to-day functions of the institution to continue to provide a healthy and safe environment for our youth. The Opportunity:
As a Fiscal Analyst 2 with Juvenile Rehabilitation, you'll be at the heart of critical operations, ensuring accuracy in timekeeping and fiscal records that has a direct impact on our youth. Some of what you will do:
Verify that the billing and A-19 meets the terms of the contract.
Check for duplication to ensure payments are correct.
Review billing to contract rate/balance/terms.
Determine account coding and prepare payment document.
Monitor and submit timely payment for the various institutional goods and services.
Prepare Journal Vouchers (JVs) to record general ledger changes in fund balances.
Prepare documents for payment by creating batches and processes into AFRS, review and make corrections as appropriate.
Prepare accruals, review and input accrual batches for operations and bills to include client and program specific items.
Research and track expenditures to assist with fiscal year estimate.
Close Fiscal Year interagency payables/receivables and other FY close activities for the institution.
Prepare, review and analyze expenditure date for the monthly financial reports utilizing Enterprise Reporting and AFRS systems for management and budget purposes.
Required qualifications:
Equivalent education and/or experience (totaling four (4) years). OR
A Bachelor's degree.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
A Bachelor's degree, which includes at least 18 quarter or 12 semester hours of accounting, auditing, or budgeting and one (1) to two (2) years of relevant professional experience. Professional experience may substitute for education but not for the credit hours.
A Master's degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.
Familiarity with institutional environments.
Knowledge of PREA standards and rules.
Demonstrated understanding of the theory and practice of accounting, principles of cost accounting and modern office methods.
Working knowledge of Microsoft Word, Excel, and Outlook, basic math skills and the use of a 10-key calculator.
Ability to process large quantities of fiscal data with consistency, accuracy, and efficiency.
Ability to multi-task and schedule self to meet payment and report deadlines.
Ability to work with staff at all levels.
Ability to learn specialized computer systems, AFRS, Enterprise Reporting, DCYF Purchasing System, HRMS, Leave Tracker, and any new programs that may be implemented for the desk position.
