POSITION SUMMARY:

Performs responsible supervisory work assuring scheduled service is maintained at all times and managing the daily operation of COTA's fixed route system. Performs Division, Radio/ADA and Street Supervision assignments. Incumbents may be required to rotate through all assignments and/or be reassigned at any time and therefore, are expected to obtain training and certifications for any assignment, as required.

Performs other duties in alignment with the COTA Strategic Plan and in support of the organization's vision to Move Every Life Forward.

ESSENTIAL JOB FUNCTIONS:

Supervises and manages COTA's daily operation of the fixed route transit system ensuring compliance with city, local, state, and federal laws governing transit services. Initiates communication with the city's police, safety, and fire departments as well as local construction companies that might affect service. Maintains courteous and informative communications with the public and passengers pertaining to COTA service, schedules, and necessary changes due to emergencies and special events/circumstances;

Supervises, evaluates, and counsels assigned staff, achieving maximum productivity and high employee morale. Monitors bus operators by riding the system to evaluate operator efficiency. Monitors performance and maintains records of assigned operators;

Participates in staff selection by effectively recommending the hiring of potential employees and providing/coordinating their training to improve employee skill gaps;

Ensures minimum variation in scheduled bus service and passenger safety through managing on-site street operations, computerized radio equipment; and independent knowledge of COTA's service area, applicable traffic laws, policies, procedures, and union contract;

Resolves day-to-day operating problems which arise as a result of, including but not limited to, vehicle breakdowns, accidents, missed or late routes. Makes appropriate decisions regarding restoring or maintaining service;

Dispatches bus operators in accordance with established schedules. Assigns all daily regular and extra work in accordance with COTA policies and union contract;

Enforces departmental policies, procedures, and employee attendance. Initiates discipline procedures through the application of the union contract/policy manual as it pertains to bus operations activities. Exercises independent judgment as it pertains to the discipline, and grievance process by providing documentation and attending all grievances and arbitrations as required;

Maintains courteous and informative communications with the public and passengers pertaining to COTA service, schedules, and necessary changes due to emergencies and special events/circumstances;

Makes recommendations to management to improve operations, decrease turnaround times, stream-line work processes, and works cooperatively and jointly to provide customer service;

May be required to be available through a mobile device via voice during and outside of normal working hours, at the manager's discretion, and must respond within a reasonable timeframe; and

Regular, predictable and punctual attendance required.

Supervises and provides leadership for their staff. Hires, trains, develops, and appraises staff effectively. Ensures the organization meets its EEO responsibilities by assisting in identifying problem areas, participating in local minority organizations, participating in review of complaints alleging discrimination, and supporting career counseling for employees. Takes corrective action as necessary, on a timely basis, and in accordance with policy; and

Must be willing to work any shift and day as required.

MINIMUM EDUCATION & EXPERIENCE REQUIRED:

Requires an Associate's degree, and four (4) years of supervisory, coaching, mentoring, and/or transportation leadership experience. An equivalent combination of education and relevant experience in transit operations or business administration will also be considered.

Must possess, or have the ability to obtain, a Class B Commercial Driver's License (CDL) with Airbrake & Passenger endorsements; and

Must have the ability to obtain TSI certification, if applicable.
