Job Title: Systems Architect
HBITS Task Order: HBITS-06-14138
Agency: New York State Insurance Fund (NYSIF)
Location: Hybrid – 199 Church Street, New York, NY 10007 (50% onsite)
Rate: Depends on experience
Position Overview:
Project is part of the New York HBITS initiative supporting multiple in-house insurance systems, including Billing and Collection, iNB, and iPAM. Strong expertise in Oracle PL/SQL, .NET, and web development tools is essential.
Responsibilities:
Develop Oracle stored procedures, packages, and triggers
Create batch applications using .NET and Oracle
Design and plan technology solutions and communicate requirements
Follow SDLC and IT governance standards
Develop modern web applications using standard frameworks
Collaborate with internal teams for implementation and support
Maintain consistency with NYSIF architecture and security protocols
Document technical processes as needed
Conduct code reviews and troubleshoot issues
Ensure written knowledge transfer
Qualifications:
7+ years in WC insurance policy administration software
7+ years in billing/collection software for WC and Disability
7+ years in quote processing per WC insurance rules
7+ years in Oracle PL/SQL with advanced features
7+ years .NET development with Visual Studio and Azure DevOps
7+ years browser-based development (JavaScript, XML, HTML, etc.)
3+ years using Planview PPM Pro (Innotas)
