Completion of undergraduate core program in social or behavioral science, health or pre-medicine or comparable field; 18 mos. exp. in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider.

Acts as program consultant for assigned number of local home visiting projects, including the universal nurse home visiting program and Family Connects International project (FCI); provides technical assistance to local agencies to promote and provide ongoing support toward the goal of community alignment of local agencies with FCI; develops linkages between identified services in a city, county and regional basis (e.g., human services, mental health, Head Start, drug and alcohol services) and assists local home visiting provider agencies in developing prenatal to three programs; works with other program consultants to monitor and evaluate services in funded projects to assure standards of service and maintenance of accepted standards of practice; plans, develops, implements, coordinates and evaluates services for new parents who are eligible to receive an FCI home visit; works with partner organizations (e.g., birth hospitals, the Ohio Hospital Association [OHA], the Home Visiting Consortium) to promote FCI; advises and assists local health, social service and education professionals, paraprofessionals, parents and related agencies to ensure the provision of services regarding the FCI model; works as the FCI subject matter expert and will be the point person with the Ohio Comprehensive Home Visiting Integrated Data System (OCHIDS); acts as a liaison between the Help Me Grow Home Visiting program and state level allied programs (e.g., Early Intervention, Women, Infants and Children Program [WIC], Bureau of Child and Family Health, Head Start, Comprehensive Home Visitation Integrated Data System) development team to identify needed enhancements to the data system in order to support the FCI model; provides technical assistance to stakeholders (e.g., facilitates an active Home Visiting Community of Practice [CoP] for the purposes of sharing best practices in the field of home visiting), regarding updates on the FCI model; meets with various community resources that provide direct services to expectant and new parents, newborns, infants, toddlers and their families to facilitate service delivery and avoid duplication of effort or lack of service.

Reviews and analyzes data to write reports on FCI and to make recommendations on the expansion efforts of FCI; establishes rapport with and works closely ongoing with the FCI national office staff.

Develops and leads the application process for FCI local applications, funding and provider agreements; assists program administrator in preparing, or prepares grant applications (e.g., estimates funding needs for evaluation process, education, tracking and other qualitative or monitoring follow-up activities) and/or monitors and evaluates spending; assists in preparing or prepares budget estimates; reviews and approves contract invoices; develops new and/or reviews/revises existing service contracts; reviews, analyzes, and presents data through reports that help inform decisions about FCI future expansion.

Develops request for proposal (RFP) and announcement of availability of funding to interested providers; recommends approval/disapproval of grant requests or budget revisions for local projects, writes conditions of grant funding; tracks and documents progress of each FCI partner agency during the pilot phase of implementation and beyond; assists local agencies in monitoring the effectiveness of program activities through utilization of the OCHIDS database tool.

Develops and/or revises program/project guidelines, standards and/or policy and procedure manual; prepares and maintains required records and reports; develops and coordinates distribution of newsletter and/or prepares articles for inclusion in newsletters; conducts research/literature reviews and/or attends training, seminars and conferences to keep abreast of trends and legislative changes and other developments affecting assigned area(s) of expertise, and to expand knowledge and acquire/expand skills; reviews and responds to complaints and/or inquiries from health care professionals, public, program participants and government officials; operates personal computer/video display terminal to enter and retrieve data and/or generate documents; provides work direction and/or training to other employees assigned to work on given project/program; coordinates model implementation for FCI including participation in the FCI Academy and any implementation trainings, meetings and other requirements needed for program implementation; offers additional training and support, as needed by the local organizations and allowed by FCI; communicates effectively and ongoing with all entities that are part of the FCI project, including but not limited to FCI staff, Department of Children and Youth (DCY) staff, CIR staff, and local partner agencies implementing FCI; drafts requests for data and performance information, in collaboration with data and surveillance staff, from legislators, government officials, and media and parent groups.

Unless required by legislation or union contract, starting salary will be the minimum salary of the salary range 12 (step 1, currently $30.37 per hour) associated with this position.

Selection devices such as a structured interview, proficiency instrument, and/or assessment may be required for this position. Applicants must demonstrate proficiency with a passing score of applicable selection device to be considered for this position. Regardless of a passing or failing score, all results will be maintained for 6 months. Applicant with a passing score will be retained and utilized for a 6-month period. Applicant with a failing score in the same position may not re-take the same selection device for a 6-month period.

Travel required, as needed. Must provide own transportation or in order to operate a state vehicle, you must have a valid driver’s license.
