General Statement of Duties / Distinguishing Features of the Class

Butte-Silver Bow is seeking a passionate and results-oriented professional to take the lead on special projects and strategic initiatives within our Targeted Economic Development Districts. As a key player in our Community Development team, you’ll also support city-countywide economic and community advancement efforts that directly impact our residents’ quality of life.

In this role, you will:

Manage and implement district-specific development projects that foster growth, investment, and long-term resilience.

Contribute to broader initiatives aimed at strengthening the economic and social fabric of Butte-Silver Bow.

Collaborate with community partners, stakeholders, and local leadership.

Report directly to the Community Development Director, serving as a trusted advisor and catalyst for progress.

This is your opportunity to turn bold plans into meaningful outcomes—while helping Butte-Silver Bow thrive for generations to come.This is highly responsible and difficult administrative and technical work involving the implementation of the economic development and public infrastructure projects and related operations and activities within the City-County’s districts with tax increment provisions focused on economic vitality and the construction of industrial infrastructure and the elimination of blight. The work is performed under the general direction and supervision of the City-County Community Development Director. The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with the City-County Community Development Director, Economic Development District Boards, members of the City-County governing Council of Commissioners, City-County Department Heads, economic development program applicants, public and private sector officials, potential community investors, real estate developers, contractors, architects, engineers, contracted consultants, other City personnel and the general public. The employee also works on general Economic and Community Development efforts in the community and in partnership with the Butte Local Development Corporation and Butte Chamber of Commerce.

Examples of Essential Work (Illustrative Only)

Plans, manages, organizes and coordinates City-County economic development and public infrastructure projects within the districts with tax increment provisions focused on economic development, elimination of blight and construction of industrial infrastructure.

Consults with the City-County Community Development Director, Advisory Boards for each District, other City-County department and division heads, representatives of local and regional business organizations, representatives of selected state and federal agencies with economic development responsibilities and appropriate others on the full range of economic issues affecting or potentially affecting the City-County and surrounding region.

Coordinates the development and construction of public infrastructure projects and monitors and coordinates implementation activities in the districts with tax increment provisions.

Monitors the Tax Increment Revenue cash-flow analysis and reporting; including development of internal controls; project specific management; monthly reconciliation; and year-end reporting.

Assists with coordinating the preparation Community Development City-County Budget

Manage an existing building lease including payments and required maintenance:

Annual reporting for the Foreign Trade Zone including Online Foreign-Trade Zone Information System (OFIS) and invoicing for sub zones

Develops and maintains processes for monitoring budgets, spending practices, purchasing controls, and revenue collections for the Community Development Department:

Interprets policies and regulations for implementation:

Creates long range forecasting models:

Identifies the costs, timing and other key issues involved in the implementation projects within the districts with tax increment provisions.

Receives, examines, analyzes and evaluates commercial and funding requests and determines eligibility and compliance of projects with available financing programs.

Performs independent analysis of and makes recommendations pertaining to the districts with tax increment provisions focused on economic development and related goals, objectives and plans.

Conducts independent research and prepares plans reports relating to a wide variety of economic development issues in the districts with tax increment provisions focused on economic vitality and elimination of blight.

Monitors the activities of consultants retained for economic development and public infrastructure activities within the districts with tax increment provisions focused economic vitality and elimination of blight.

Works closely with local, state and federal officials and private sector representatives to attract and retain development focused on economic vitality and elimination of blight.

Manages numerous consultants on multiple projects at the same time.

Attends meetings, conferences and workshops as requested and authorized.

Performs related work as required.

Required Experience, Training, Knowledge, Skills, and Abilities

Knowledge of the theory, principles and practices of community and economic development, planning, and project management.

Knowledge of the demographics of the City-County and surrounding region.

Knowledge of available real estate, transportation, education, health, public safety, public utility and social services resources in the City-County and surrounding region.

Knowledge of local, state, federal and private economic development funding sources, including venture capital sources and processes, including tax increment financing as practiced in the State of Montana.

Knowledge of effective economic development marketing operations.

Knowledge of relevant City-County ordinances and regulations.

Knowledge of City-County planning and zoning activities and relevant ordinances and regulations.

Knowledge of the financial condition and markets of existing businesses and industries within the City-County and surrounding area.

Ability to prepare accurate and reliable reports containing findings, conclusions and recommendations.

Ability to operate a personal computer using standard word processing, spreadsheet and database applications appropriate to assigned duties.

Ability to communicate well with others both orally and in writing, using both technical and non-technical language.

Ability to establish and maintain effective working relationships with other City-County employees, supervisory personnel, potential community investors, developers and state and federal officials.

Ability to train, assign, schedule, motivate, and evaluate the work of others.

Ability to use logical thought processes to develop solutions according to written specifications and oral instructions.

Ability to perform a wide variety of difficult technical tasks with accuracy and speed under the pressure of time-sensitive deadlines.

Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information.

Ingenuity and inventiveness in the performance of assigned tasks.

Ability to understand of City-County, Council of Commissioner processes and procedures.

Ability to understand legal contracts, leases agreements, construction agreements, easements, and deeds.

Ability to understand Geographic Information System mapping programs and the ability to coordinate the creation of new maps at the City-County Geographic Information System Office.

Acceptable Experience and Training

Graduation from a college or university of recognized standing with a bachelor’s degree in business administration, public administration or closely related field; and

Extensive experience in economic development and/or community development activities, preferably with a city or county government; or

Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Required Special Qualifications

·Possession of a valid Driver’s License issued by the State of Montana.

Essential Physical Abilities

Clarity of speech and hearing with or without reasonable accommodation, which permits the employee to communicate well with public and private sector representatives, other City-County officials and employees and the general public regarding economic development research and development issues and needs.
