Administrative Solutions (AS) provides management and oversight for key administrative and technical services that enables CDHS to achieve its goals. It is responsible for a number of support functions to make our agency as efficient, effective, and impactful as possible. Administrative Solutions comprises Human Resources; Facilities Management; Audit; Business Innovation, Technology and Security; Emergency Management; Legal; Performance Management; Communications; Project Management; and Leadership & Organizational Development.
Business Innovation, Technology, and Security (BITS) is responsible for managing the Department’s information technology (IT) providers, including relations with the Governor’s Office of Information Technology (OIT). The division serves as the main point of contact for departmental issues involving technology resources and needs and coordinates activities with CDHS’ program staff for IT support, operations, maintenance, modernization and implementation of new IT systems.

Hybrid Work Assignment; In office on Wednesday and Thursday, Virtual on Monday, Tuesday, and Friday.

This position acts as the primary point of contact between CDHS stakeholders and the OIT technical resources and vendor partners working on the Onbase solutions. The position’s responsibility is to define, articulate, and communicate the product vision; translate strategy into tasks for development; and create, manage, and clearly communicate the product backlog to maximize value to CDHS business. This position manages tracking tools/processes and owns and cultivates the many relationships required to advance Department goals related to OnBase solutions. Finally, this position serves as an expert on the process for moving work forward and resolving issues by providing direction regarding technical applications, process, and policies. This position will support multiple unique solutions using the OnBase platform.
This position will fulfill OnBase Product Owner and OnBase System Administrator duties that fall into the following high level categories:

Minimum Qualifications:Experience Only:
Seven (7) years of relevant experience with Hyland OnBase or other content management systems, conducting user research and testing to understand needs, or trouble shooting and system maintenance with a minimum of thee (3) years professional experience as a Product Owner, System Administrator, Project Manager or similar roles working within IT, applications, or systems, using Agile/Scrum and Waterfall methodologies.
OREducation and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years, with a minimum of thee (3) years professional experience as a Product Owner, System Administrator, Project Manager or similar roles working within IT, applications of systems, using Agile/Scrum and Waterfall methodologies.
Substitution:
Additional, relevant education will substitute for the required experience on a year-for-year basis.
Preferred Qualifications:
Self-motivation with strong, proven analytical and problem solving skills, attention to detail, and eagerness to continuously learn
Ability to quickly absorb technical concepts and communicate effectively with non-technical and technical audiences, verbally and in writing
Ability to multitask and work under pressure
Demonstrated ability to develop and maintain effective stakeholder, development, and team relationships
Deep customer empathy and curiosity that's paired with knowledge of how to gather and synthesize customer needs
Proficiency in conducting user research and testing to understand needs

Project Management experience
Hyland OnBase certifications
Knowledge of Agile methodologies and how to implement them
Prior State of Colorado work experience
Strong ability to liaison between technical teams and business stakeholders, ensuring alignment with Department and Division goals
Strong oral and written communication skills
Strong analytical, critical thinking and problem solving skills.
Conditions of Employment:
Travel -- required from time to time to coordinate efforts with stakeholders including CDHS offices across the state, county partners, other state agencies, community organizations and federal partners.
Standard Background Check Required -- ALL CDHS employees (non-direct contact):
CBI name check, ICON Colorado court database, Medicare fraud database, Reference checks, Professional License verification (licensure requirements), and drug screen (commercial Driver’s license)
Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment.
